Clerk: Mr. Chairman, Dr. Bragdon has asked that we delete item number 2 from ~e . agenda Mr. Shepard: So move. Mr. Brigham: Second. Motion carried unanimously. Approve application for Grant to fund Mobile Data Terminals in the Sheriff's Department. Mr. Hornsby: This is a grant that the Sheriffs Dept., is requesting participation in. The Federal Government will pay 90 percent and the County 10 percent in order to pUrchase mobile data terminals. Mr. Brigham: So move. Mr. Shepard: Second. Mr. Chairman: We have a motion and a second. Mr. Shepard: Can' any of the drug seizure monies be applied' to this kind of expenditure, Mary Ann? Ms. Gibbs: I'm not sure about that. Mr. Hornsby: I'll check into that and have some information at the next C9rnmission meeting. Motion carried unanimously. Consent to contract Aces Shelter Planning and Design Division to act as consulting architect to Erskin Rhoades AlA, of TSDG Architects, LLC for construction of new I animal control shelter. Mr. Shepard: So move to delete this item. Mr. Brigham: Second. Motion carried unanimously. Presentation of LEPC Report. (Requested by Commissioner Cheek) Mr. Cheek: I wanted to give an update on the last LEPC meeting and some additional information. LEPC through some changes in the bi-laws has been able to come to full quorums at the meetings because we allowed the substitute representatives from each designated industry and so forth and that has really improved the operational function. They also voted to include a full position for the 911 Center and that's very important, because in every emergency situation the 911 Center is an integral part of solving or responding to those situations. What I wanted to talk to you about is in the interviews for the Fire Chief to discuss a brief function of the LEPC that has been going on and you haven't gotten direct reports about it for some time now. The LEPC is offering shelter in place kits. These are kits that go out to the homes that are directly adjacent to the chemical facilities. The Georgia Emergency Management Agency and local industry fund these kits through grants. These kits include I water, radio with batteries, duct tape, pre-cut plastic, scissors, a shelter in place video that teaches you how to use this and a chemical preparedness card. The question is how do we prepare for our chemical industry accidents. Located down in east Augusta along the river where we have our heavy industry we have built a 30-meter wind tower. We have one at Proctor and Gamble, Amoco Plastics and behind Federal Paper. What these enable us to do is take real time readings and report back to the fire department and the neighborhoods if there is a release. Now this release is already a coordinated effort between the Sheriffs Department, Fire Department and local industry to respond to these things. In the event of a release, you would be given the alert to shelter in place. You would go into your home, close the doors, duct tape up or seal around the doorframes and so forth and allow the flume to pass over. The air exchange within the house would not be deemed to be hazardous. If it were hazardous, then you would be evacuated from that area. And those plans are already in place. We have a set of emergency preparedness plans at the EMA office. In 1998 we had a risk management plan how do we know how much chemicals we have at our sites? Well, LEPC in conjunction with EMA conducted the nations first risk management plan. This basically went over every industry in the Augusta area and discussed the worse case scenario and the most likely. They also accessed the neighborhoods where the incidents would occur. They started in east Augusta and gave out 200 kits at a volunteer meeting. Between January and February we'll have 200 to 300 kits going out in the Gracewood and Amoco Plastics area. Followed by Highway 56 and the loop area out near Goshen. The LEPC and CAPs are satellite areas working with local industry and local neighborhoods for emergency planning within each I cornmunity. I I Mr. Shepard: I move that we thank Mr. Cheek for his report and accept the report as information. I have one question. I had the opportunity to visit Cross Creek stadium and noticed the proximity of Amoco Polymers and issue that Mr. Oliver raised. I their any shelter in place kits for those kids there? Mr. Cheek: Cross Creek has gotten into a partnership with Amoco Plastics and Rutgers Organic. There is a direct alarm that goes between Rutgers Organic and Amoco to Cross Creek. So, instead of having to call 911 and having it relayed back through other agencies it will go directly to Cross Creek and the systems in Cross Creek through cooperation with the Board of Education has been configured to cut off the HV AC's. They would go in and close the doors and limit the air flow in the building itself and then take shelter in place in that. But they have already planned that and actually conducted some drills this year. Mr. Brigham: Second. Motion carried unanimously. Appropriate funds from the General Fund Contingency in the amount of $45,346 to cover the inadequacy of the present budget in order that the Department of Animal Control may complete its mission.
