Clerk: We have one addendum item: Agreement between Augusta and Justice Benefits, Inc. Mr. Shepard: So move to add. Mr. Brigham: Second. Motion carried unanimously. I Agreement between Augusta and Justice Benefits, Inc. Mr. Wall: There are various federal and other revenue sources that exist to reimburse the County for certain costs incurred by the Sheriff s Department relating to inmate costs. Justice Benefits, Inc. has expertise in identifying such revenue sources and assisting in pursuing collection of these funds. The proposed Agreement will provide for Justice Benefits, Inc. to assist the County in collecting these funds, based upon a 22% fee of all revenue actually earned as a direct result of 18I's work for the County. It is believed that this will assist the Sheriffs Department in recovering funds that it is currently not accessing. We have a sixty-day window from enactment of a program for the County to pursue such benefits on its own behalf, without cost to JB1. However, to the extent that 181 identifies funds that are available after such sixty-day period, JBI would be entitled to 22% of the revenues actually earned. Mr. Shepard: I move we pass this on to the full Commission without a recommendation. Mr. Brigham: Second. Motion carried unanimously. I Presentation from Augusta Fire Department detailing the proposed building design of the new fire stations to be constructed to replace old and outdated fire stations within Augusta Richmond County. Chief Few: As you know in the next couple of weeks I may not be here but I wanted to make sure that I leave a couple of designs with the existing staff. I have number of different plans that I have looked at and I also went to Atlanta and looked at a particular plan that a lot of the departments around that area is using. What I want to do is set up a Fire Station Design group within the department and work with Mr. Acree that way we'll have input from all levels of the department. Mr. Brigham: I would like to make a motion that we receive this as information and allow the Fire Chief to establish the committee that he has suggested including Mr. Acree. Mr. Shepard: Second. Motion carried unanimously. Approve a trade of existing GPS equipment for three units of newer, more practical equipment from Duncan Parnell. Inc., at no cost. Mr. Blanchard: This item is about our global positioning situation. We currently have two units, one that has been used by many different departments. I can train someone to use it in about two hours and they can go out into the field. [ have another unit which has not seen much use. Training on that one is very expensive and it is a very technical piece of equipment that if you don't use it often, you can't stay proficient. I propose to trade that one piece of equipment that is not being used for three others which is just like the first one [ described. This would enable us to get this out to more departments and put more of this geographic technology in departmental hands. Mr. Brigham: In the amount of the trade is it about economically the same, the cost of the three units as the cost of that one unit? Mr. Blanchard: The one unit that is not being used is about a year and a half old so the technology has changed and they'll have to do some upgrades to it bring it up to current specifications. The amount they're willing to give us on the trade-in which is 538,100 is about as good as we can expect in the market. Mr. Brigham: How much did we pay for that unit? Mr. Blanchard: It \Vas 549.000 or 550,000. Mr. Brigham: How much would it cost to buy the three units? Mr. Blanchard: To buy the three units plus training would cost about 540,000. Approve to purchase ChequePointe as the point of sales (POS) software for Recreation's Augusta Municipal Golf Course (AiWGC) and Bush Field. At a cost not to exceed $38,000. Ms. Allen: Currently, at the Golf Course and Bush Field they are tracking the inventory and processing all transactions manually. With the ChequePointe software they will be able to have everything automated as well as interact with the IF AS financial system. Mr. Williams: What type of training will the employees receive? Ms. Allen: This is basically a cash register system. very automated, simple and training is included. Mr. Shepard: The cost is $38,000. Vv'here will we get the money? .1 Mr. Rushton: Twenty thousand of it will be coming from the golf course and $18,000 will be coming from Bush Field that was approved by the Airport Aviation Commission. Mr. Beck: This software actually will be purchased through the construction account with the remaining balance that's there so it'll actually come out of a Capital Account as part of the Golf Course fund. Mr. Shepard: I would like to make a motion that we approve the purchase of the ChequePointe Point of Sale Software with the funding sources as identified by by Ms. Allen and the department heads. Mr. Brigham: Second. Motion carried unanimously. Presentation of a report by the Fire Department concerning the fire hydrants inspections and testing of fire hydrants located within Augusta Richmond County. I Chief Few: This is a report on the testing of all fire hydrants located in Augusta Richmond County. Each fire hydrant has a serial number on it according to the territory. This number tells the condition of the hydrant, the amount of pressure, gallons per minute, residual pressure, the number of outlets, static pressure, the type and make of the hydrant, the date it was serviced and the maintenance that was performed. We will keep a history of all hydrants in the city from now on and that information will be given to Mr. Hicks. After further discussion, Mr. Shepard: Should the results of this work be forwarded to the people that are planning our project list for the water and sewer expansion. Should these results not be factored into our project list so that if we have to spend capital for renewal and extension to increase pressure, shouldn't this be a part of our plan with our consultants CH2MHil\? Chief Few: Yes, I think the water director should make that decision. Mr. Shepard: I move we receive this as information and recommend to the council that this be done on an annual basis and that it be shared with our water system project consultants. Mr. Brigham: Second. Motion carried unanimously. Consider Chief Few's recommendation for Interim Fire Chief. It was the consensus of the Committee that the recommendation be deferred until the July 5 Commission meeting. With no further business to discuss, the meeting was adjourned. Lena J.
