Discuss office location for Richmond County Indigent Defense.
Mr. Oliver: Mr. Acree is here to discuss this. But, essentiallv what we have is the
State Probation Office has moved out of a space that we had given to them. The Indigent
Defense office has indicated and we agree that the space that they're in is inadequate and
not the best space. They have expressed some concern about moving to this space. But
we have space at the corner of 4th and Hale Street that would meet their need and in
addition to that we currently lease the space that they are in.

Mr. Acree: Indigent Defense is currently in a converted house on the corner of
Watkins Street and Gordon Highway. They have exceeded the structural floor capacity
and are short of space according to the space study. Their projected needs are about
eighteen hundred to two thousand square feet. The building at the corner of 4th and Hale
Streets which we own, is slab on grades and the structure is not a problem. It's about a
twenty five hundred to three thousand square foot structure so there is space.
Mr. Oliver: NIT. Acree had figured that allocating $5000 for renovation and three
months rent that we would still come out about $1000 to the good this year and we'd save
$8100 in lease payments.
Mr. Shepard: I received a call from some of the Indigent Defense staff about
concerns with security at the new location. I don't see that they have signed off on
this. I would appreciate it if you would try between now and the next committee
meeting to resolve the questions they have about the security. I would like to have
them at the next meeting. I would like to make a motion that we defer this until the
next meeting.
NIT. Williams: Second.

Update from the Fire Chief on Hydrant Testing and Maintenance Program.
Chief Few: We will start testing the fire hydrants again in about thirty days. This I
is something that we have always done in the past but we have gauges that will give us an
opportunity to make better decisions than in the past. I have a different standard that I
want them tested, the flow pressure, static and residual pressure. In the next thirty days
we'll start back testing. The Fire Department is working on a yearly calendar now and
we'll do these test twice a year.
Mr. Brigham: So we'll start in thirty days, how long will it take to complete the
test?
Chief Few: It'll take us about two and a half months. The first test will be a little
bit lengthier than the other test. We want to try and get them in a two-month span.
We'll start testing January 24.
Mr. Kuhlke: What procedure will be used when we identify hydrants that have
low water pressure either in apartment complexes or subdivisions? In my case our roads
are private and our lines are private. In that case you'll come back and make a
recommendation to the homeowners association on what to do.

Mr. Brigham: Have we got enough equipment to do that while we're testing
Mr. Oliver: I think we need to send a letter to the property owner saying that there
is a problem and try to work with them for a solution, because I think the cost has to be
borne by them. Ifit's our hydrant it should be borne by us.
