Oliver, Administrator; J. Wall, Attorney; R. Few, Fire Chief; C. Rushton, Director IT; R. Leverett, RCCI; 1. Bonner, Clerk of Commission. ABSENT: B. Kuhlke, Commissioner. ALSO PRESENT: S. Cooper, Augusta Chronicle, S. Eidson, Metro Spirit. Clerk: We have a request to add one item per our addendum agenda regarding Information Technology and the Clerk of Superior Courts office. I. Approve the following additions to contract for new ROD system: · Make changes to ROD system to allow the recording of multiple properties for a give deed. · Make changes to ROD system to allow capture ofFIFA (Fieri Facias) documents such as federal tax liens, tax commissioner liens, etc. · Cost for both changes - $39,500. Mr. Shepard: I move it be added. Mr. Mays: Second. Motion carried unanimously. Mr. Rushton: This item is added to the Team IA Contract. These are modifications that needed to be made as we were going through the testing of the software and these are the cost of these adjustments. Mr. Oliver: One of the issues that I raised was I felt one of the things should be a standard part of the software, they have made me comfortable in that I think it's something they are going to market into this software as they continue to market it and they have agreed to reimburse us the cost as they continue to market the project potentially up to the total amount of the change order. Mr. Shepard: Move for approval, Mr. Chairman. Mr. Mays: Second. Motion carried unanimously. A request to approve the purchase of a Fire Safety House in the amount of $34,813 from Serro Scotty RV Sales, subject to receipt of $26,826 in private donations. This Fire Safety House will be used by the Fire Department to train and educate the children of our community about fire awareness. Funded by account #2740341105311420. Chief Few: Mr. Chairman this is a mobile trailer that teaches kids about fire safety education. Through fundraisers we have raised about $26,000 of that money. I want to purchase that house now so that we can start now in our education portion of it when we go out and adopt a school program where we have every officer adopt a school in his territory we can use this house as a training aid. Through this program I think you will see a difference in fire education in our community. I Mr. Shepard: So move. Mr. Mays: Second. Motion carried unanimously. A request to award a purchase order for Sheriffs uniforms for 1999-2000 to Command Uniforms with award based on an as-needed basis and a two-year contract. Ms. Sams: Specifications for the uniforms have changed over the years and the reason for that was to generate a more competitive bid process. In doing so we initially had twenty-seven vendors to receive specifications as opposed to the five vendors that normally receive the specs. I We asked the Sheriff s Department to come in and review the wears for this particular bid and they recommended the lowest bid be awarded to Command Uniforms. Mr. Ed Stalnaker, Attorney, Sidney's Uniforms: We would like you to reconsider this bid, then we would like you to reject it. It's opposition that this bidding process has been a fatally flawed process. We've reviewed the manual, it says that only the best and responsive bidders are to be considered and one who has submitted a bid which conforms in all material respects to the bid specifications should be one of the bids. The problem is we don't have a level playing field, step (I) the bid specs go out, step (2) is what I call a show and tell conference, that's when you bring what you are supposed to satisfy that specification with there and it is supposed to be reviewed. The problem we're having is that the products that are being brought to the show and tell conference are not the ones being used to satisfy the bid. Step (3) I ask that you reject this bid because what is shown on this table is not what was shown at the conference. Also, there is a three to six month waiting period on the Command bid of supply as opposed to a seven to forty- five day period on Sidney's. Plus, they have a substantial amount of merchandise already in stock from previous bids that conform to these specifications that they can service any time. So based on those three points I would ask that you reject their bid, to be consistent and to award the bid to Sidney's. Command Uniform representative: Our bid conforms to all requirements and these are the same wears that were presented at the show and tell conference. After further discussion; I I I I Mr. Shepard: I move that we accept the lowest responsible bidder. Mr. Mays: Second. Motion carried unanimously. A request to approve $15,785 to purchase Trend Micro's Scan Mail for Microsoft Exchange (1000 users) from Capital Outlay. Mr. Rushton: This is to protect our system from any viruses that come out. Mr. Shepard: I move for approval Mr. Chairman. Mr. Mays: Second. Motion carried unanimously. A request to approve agreement for management of probation services in Magistrate Court by Detention Management Services, Inc. Judge: We need a probation service in Ordinance Court to handle those cases involving people who have been sentenced to serve community service or to pay a fine. For more than ten years we have had the employees in Civil Court doing this service and I think they have done a good job but our collection rate is down around forty-two percent. To my knowledge we've never had people allocated by the county to do these jobs that are doing these jobs in addition to their regular jobs. We had a chance to have Mr. Atkins' outfit DMS come in and essentially do this job and it won't cost the county a penny. They will add on their fee on the top of the charges that will be billed to these people who are sentenced and that's the way they would be paid. He is already handling the services in State Court and Judge Hamrick is pleased with his work. I've talked to some other services, but Mr. Atkins seems to be the best and the largest one and he is already doing business here. Mr. Shepard: I move for approval Mr. Chairman. Mr. Mays: Second. Motion carried unanimously. Construct a medical unit for the medical section and a hallway to allow access to the multi- purpose area where inmate visitation will be conducted at a cost not to exceed $150,000. Mr. Leverett: Because of an inspection done by the State Fire Marshal in May, the visitation area was found not to meet the minimum code. Thus far he has condemned the building and at the present time visitation is being held in the gymnasium. My request is that we be allowed to build a medical unit and also the hallway to that would allow the access to the multi purpose area. In the process this would also reduce the number of people that I'm using now for visitation and will result in a savings of approximately $20,000 per year. I Mr. Oliver: And this is going to be funded, if you recall effective April I, the State Legislature increased the amount we receive for inmate payments from the state five dollars per day, which is an increase projected for the year of$236,250. And we're proposing to use those increased revenues that were not budgeted because of that $150,000 so we still come out to the good about $86,000. Mr. Shepard: I move for approval Mr. Chairman.
