Beard, Mayor Pro Tern, J. Brigham, Commissioner; R. Oliver, Administrator; J. Wall, Attorney; J. Larmer, Director, Animal Control; C. Rushton, IT Director; R. Few; Fire Chief; M. Blanchard, GIS Application Manager; L. Bonner, Clerk of Commission; ALSO PRESENT: S. Eidson, Metro Spirit; A. DeMao, Augusta Chronicle; B. Farrell, Channel 6. Clerk: We have a request to add two addendum items: (1) Approve the purchase of one (1) new pumper for the Fire Department from Harless Fire Equipment Company at a price of $249,991. To be funded from Account 2740341105422320. (2) Approve request of Southern Natural Gas to place GPS survey monuments along their natural gas pipeline corridors within the Richmond County boundary at no cost to County. Mr. Kuhlke: I move we add both. I Mr. Shepard: Second. Motion carried unanimously. A request to approve a location of new Animal Control Facilities on ARC property immediately north of the existing location. Mr. Oliver: One of the things we've been working with is where to locate that particular facility. There have been two locations suggested, one is a piece of property located immediately adjacent to the current location. The second location is somewhere at the landfill, both places we have property. We're getting ready to get an architecture engineer to design that facility. We need to know from you all the location. We think there are pros and cons to both locations. The current location is more accessible as it relates to the total county. However, we recognize the fact that there is some development in that particular area, we also have to expand the W".ter and facility facilities. . Mr. Shepard: I move we approve alternate number one, and that is the property located adjacent to the current location. Mr. Kuhlke: Second. I Motion fails 2-1-1 with Mr. Handy voting no and Mr. Mays abstaining. A request to approve the purchase of a mobile home for $19,900 and approve the purchase of a mobile storage building for $2,666 to provide temporary housing of personnel and equipment for Station #15. (Funded by Account 2740346155413110.) Mr. Shepard: So move Mr. Chairman. Mr. Kuhlke: Second. Motion carried unanimously. A request to approve $56,672 to hire two LAN Administrators to coordinate the installation of .nd provide ongoing support of 175 PC's and 35 printers. Mr. I(uhIke: So move Mr. Chairman. Mr. Kuhlke: Second. Mr. Mays: Are we doing the new hires through the individual committees now where they may fall under the scope of the employment or are they still going through Administrative Services in terms of referencing the new hires? I thought we had made a decision to do that. Mr. Oliver: I think that the Committees are probably in the best position to analyze the potential staffing needs. If there is a question as it relates to what the compensation level should be I think that's best addressed, perhaps in the Administrative Services Committee. But these are the same as the positions we currently have, so the salary structure would be within that same range. Mr. Brigham: I think Mr. Mays is right, I thought that we had a policy that any new position had to be created through Administrative Services. Motion carried 3-1 with Mr. Mays voting no. A request to approve the purchase of supplies to be placed in EMS bags on the Fire trucks. These supplies would cost $50,000. (Funded from Fire Department reserves) Mr. Shepard: So move Mr. Chairman. Mr. Kuhlke: Second. Motion carried unanimously. A request to approve the use of up to six intersections on May 7 & 8, 1999 for Georgia Games Fund Drive. 1- I 1- I Mr. Shepard: I move we make no recommendation and have someone from the Georgia Games present at the Commission meeting on Tuesday to make a presentation. Mr. Kuhlke: Second. Motion Carried unanimously A request to approve the purchase of one (1) new pumper for the Fire Department from Harless Fire Equipment Company at a price of $249,991. To be funded from Account #27403411 05422320. Mr. Oliver: We have found money within the budget because we over budgeted for a couple of items as it relates to lease payments. There are sufficient funds within the Fire Department budget to purchase a new pumper for the Fire Department and we recommend approval. Mr. Shepard: Mr. Kuhlke: Motion carried unanimously. I Approve request of Southern Natural Gas to place GPS survey monuments along their natural gas pipeline corridors within the Richmond County boundary at no cost to the County. Mr. Oliver: The Southern Natural Gas Company has come in and said that they would install the GPS markers for us. They would be at least every five miles. These would be at no cost to us. They will be of great benefit to the engineering and surveying community, and we recommend approval. The have indicated that they want to proceed fairly quickly because of some projects they are doing. Mr. Shepard: So move as recommended by the Administrator. Mr. Kuhlke: Second.
