COMMITTEE ROOM- November 9, 1998

PRESENT: F. Handy, Chairman; B. Kuhlke, S. Shepard, W. Mays, members; R.
Colclough, J. Brigham, Commissioners; R. Oliver, Administrator; J. Wall, Attorney.
ALSO PRESENT: S. Cooper, Augusta Chronicle; S. Eidson, Metro Spirit; L. Bonner,
Clerk of Commission; B. Brown, of the Clerks office.
Clerk: We have one addendum item:
A request to discuss the signalization of traffic lights along roadways.
Mr. Kuhlke: So move to add.
Mr. Shepard: Second.
Motiou carried unanimously.
A motion to approve a request for additional funds for lethal injection program for
the animals.

Mr. Oliver: This is an action that was taken about two weeks ago. Mr. Larmer
needs $2,254 for one time equipment for a scale and table and a safe. The additional
$1,000 is for the serum used for the lethal injection.
Mr. Shepard: Move approval Mr. Chairman.
Mr. Kuhlke: Second.
Motion carried unanimously.
A request from Commissioner Colclough to discuss the signalization of traffic lights
along roadways.
Mr. Colclough: I have a concern. We have subdivisions on major roadways where
the traffic is so bad when you try to get out. There are a number of people that live in
these subdivisions and I don't know ifit's a law or a policy that so many people have to
die at these intersections before we can get a traffic signal. We have subdivisions going
up in south Richmond County and all over the county, where if you try to get out you
almost get run over.

Mr. Oliver: My suggestion is that Mr. Colclough give us the name of the
intersections that he would like us to check. There is a traffic engineering manual, ifit's a
state route, it has to comply with what's called the State Warrant Count and that basically
is how much traffic goes in and out of an area. We can do that and refer it to the state and
. come back with suggestions.

Mr. Colclough: Any number of those subdivisions off Tobacco Road. The largest
one is Fairington, because you have three subdivisions in there. The next location would
be at Sand Ridge you may be able to slow the traffic with a light there coming from Ft.
Gordon.
Mr. Oliver. Another thing you might want to consider is part of your subdivision
regulations is to require the developer to put in a light or at least escrow funds for a light.
Mr. Colclough: I make a motion that the Traffic Engineers take a look at
putting a traffic light either at Sand Ridge or Fairington subdivisions.
Mr. Kuhlke: Second.
Motion carried unanimously.
With no further business to discuss, the meeting was adjourned.
