Oliver, Administrator; J. Wall, Legal Counsel; C. RusLcon, Director, IT; ALSO PRESENT: Tracy powell, Augusta Chronicle; Stacy Edison, Metro Spirit; Lena Bonner, Clerk of Commission and Belinda Brown of the Clerks Office. A request from Pam Tucker, EMA Director to approve the newly developed "Hazard Mitigation Plan". MR. KUHLKE: So move. MR. SHEPARD: Second. Motion carried unanimously. A request from Clifford Rushton Information Technology Director to approve the Information Technology Reorganization Chart. Mr. Rushton: There are three positions that we change: (1) Records Clerk to LAN Administrator, Operator to System Administrator, (3) Application Application Manager. would like to (2) Computer Developer to MR. SHEPARD: So move. MR. KUHLKE: Second. Mr. Kuhlke: I have talked to Clifford about this and he has given me some information. He appealed to the Personnel Board and his appeal was based on the Buck Study. One of the problems that he is having and one of the problems with the Buck Study is that the comparisons they did were not done in private industry, they did with government. What's happening in that particular area, and I don't think there's any question about it as we move fOr'Nard information technology is going to' be the thing that helps us particularly if we go into the efficiency study. But right now he can't keep people. And if we stay within the salary range of the Buck Study the way they've done it all we're basically doing right now is training people for private industry. And I think we really have a problem and it's something that we really need to take a look at. The reason I wanted to talk about this is because Mr. Oliver, I think needs to take a look at that and see if there is some validity there. With all the equipment and investment we have in that par~icular a~ea, i: we can't keep the people to operate it then I think we're going to have a problem. Mr. Oliver: I believe that a comparison to the private sector I in that particular arena is a valid one. The Personnel Board did not believe that comparing government positions to the private sector was a valid perspective and in many cases that's true. However, we will eventually have to take a look at salaries in certain areas of the government if we want to get qualified people and keep them on board. Motion carried unanimously.
