ALSO PRESENT: Sylvia Cooper, Augusta Chronicle; Stacy Eidson,
Metro Spirit; Lena Bonner, Clerk of Commission, Belinda Brown of
the Clerk's office.
Clerk: We have one addendum item:
To approve for firefighters to participate in Fund Raising
activities with the Southeastern Firefighters Burn Foundation on
May 22-23, 1998, by collecting money in firefighter boots at
several intersections throughout Augusta.
MR. SHEPARD:
So move to be added.
MR. MAYS: Second.
Motion carried unanimously.
A request from Robert Leverett, Director RCCI to approve imposition
of an administrative processing fee for disciplinary reports for
inmates at RCCI.
Mr. Leverette: The Georgia Department of Corrections around
the first of the year approved imposing a $4.00 processing fee all
state inmates for violation of the rules and regulations. And they
are requesting that county facilities also impose that same $4.00
fee on state inmates that are housed in county prisons. I'm
requesting that since we handle both state and county inmates that
we be required or allowed to impose the same $4.00 processing fee
on state and county inmates at RCCI. The reason behind this is to
hopefully deter some of the disciplinary reports that we receive.
We house 200 inmates and on an average we'll have 250 disciplinary
reports in a twelve month period. Hopefully, if we impose a $4.00
processing fee the inmate would think twice before they refuse to
abide by the rules and regulations of the institution.
Mr. Shepard: As I understand it collection would come from
the inmate accounts, so collection would not be a problem.
Mr. Leverette: Collection would not be a problem. As the
inmates now enter the system, any monies on them is turned in to
the institution and put on an account for them by the business
manager at the institution. For any inmate who violates the rules
a disciplinary report is written, he goes through the process and
is found guilty and I approve it, then the money is taken off of
his account and forwarded down to the county treasurer.
