PRESENT: Larry E. Sconyers, Mayor; Handy, Chairman; Kuhlke, Mays,
Shepard, members; R. Oliver, Administrator; J. Wall, Legal Counsel;
Brigham, and Todd, Commissioners; R. Few, Fire Chief; C. Toole,
Sheriff's Dept.; Doug Shaw, Precision Planning.
ALSO PRESENT: Syl via Cooper, Augusta Chronicle; Stacy Eidson,
Metro Spirit; Lena Bonner, Clerk of Commission and Belinda Brown of
the Clerk's Office.
Clerk: We have a request for one addendum item from the Sheriff's
Department:
Fire inspection by State Fire Marshall Field Inspector for the new
jail.
MR. MAYS: So move to add.
MR. SHEPARD: Second.
Motion carried unanimously.
A request to approve the purchase of Fire Hose, Nozzles and
Appliances for Fire Department. Purchase would be made from the
following vendors:
HOSE - First Response & Fire Safety
NOZZLES - First Responder & Fire Safety
APPLIANCES - NAFECO

MR. SHEPARD: So move approval.

A request from the Sheriff's Department for Fire Inspection by
State Fire Marshall Field Inspector.
Chief Toole: This is a continuation of the building projects
that we had going on at the Walton Way Jail and the Phinizy Road
facility. This has gone all the way to the State Fire Marshal's
office in Atlanta for reviews and everything seemed to be fine when
they reviewed it but then there is a section where the field
inspector comes back in and if he finds where he does not think
that the smoke evacuation is adequate for that area that he could I
site us, which he. did. We also received a letter from Atlanta
saying that they will start fining us if we did not go ahead and
try to get some type smoke evacuation in there. precision Planning
submitted three proposals. Mr. Doug Shaw will present the plans
and cost to you.
Mr. Shaw: We sent the plans into the Fire Marshal about two
and a half years ago and they approved them as they were drawn.
The Field Inspector has come out and added some new regulations or
new requirements to the building. We have three options: (1) A
mechanical system around $50,000, (2) A motorized damper or a vent
opening in the wall, an automatic vent, is the way the Fire
Marshall would have to approve it. It would be around $20,000. (3)
A breakable glass, replacing the glass making some modifications to
the wall surrounding that area, estimated to be about $8,000.
MR. KUHLKE: Move approval for the last concept.
MR. SHEPARD: Second.
Mr. Oliver: If a person is sleeping at night, and smoke gets
infiltrated, how does the glass get broken?

Chief Toole: There is only two options to go with, the second
option with the motorized dampers, covers all that glass 75% of it,
it only gives you 25% of natural light, so that does not meet ACA
codes, that we built these jails by. We do have some very serious
concerns about breakable glass. We would like to have the first
system in there, that way we know we're in compliance, we don't
violate any security that way we won't have any problems. We have
a fifteen day time limit to respond back and tell them what we plan
to do. They will give us time enough to get the system in.
Mr. Mays: In terms of reserves within this project, where are
we set in, if we had to go with the number one situation?
Mr. Oliver: The money is there, the key issue is going to be
on an ultimate lock replacement. Because, that lock replacement
depending on the cost, may well drive it above the amount of
funding left. We've got the money for this, that's not a question,
to go with the $50,000, but that may not afford us efficient money,
depending upon, and I don't ~~ow what status of this gentleman is,
but there is a gentleman who believes that he has a lock that will
work within side the existing housing. Depending upon what those
prices ultimate come back at, that will obviously effect our
moneta~ situation.

Mr. Mays: My only reluctance with the motion that's on the
floor, if it's going to lead us to a return visit to something that
we don't want to,,,-see, I'm almost to a point to deal with going
ahead with what we have to deal with from the very beginning and
get them off your back. I 'think that we need to deal with the
highest option, but it may end up being our best option.
Mr. Oliver: We do have an architect on staff and I think
that he should take a look at it and provide some level of insight.
Also I would like to find out where we are with the locks. We
could send it on to the full Commission and we could catch up any
other information by the time it gets there.
MR. KUHLKE: What about a motion that we approve, subject to
review of Mr. Acree, a plan to solve the problem. And after
getting together with the Chief, Doug, Mr. Acree and the
Administrator and get it resolved and bring us something back
Tuesday, in our Commission meeting.
MR. SHEPARD: I accept the amendment.
