PRESENT: H. Brigham, Chairman; Kuhlke, Mays, Zetterberg, members;
J. Brigham, U. Bridges, Commissioners; F. Handy, Mayor Pro Tern, R.
Oliver, Administrator; J. Wall, Attorney; Lena Bonner, Clerk of
Commission.
ABSENT: Hon. Larry E. Sconyers, Mayor.
ALSO PRESENT: Sylvia Cooper, Augusta Chronicle; Rosemary Forrest,
Metro Spirit.
A request from the attorney to approve adoption of Ordinance
amending Augusta-Richmond County Code by adding a new section, S 3-
3-24.1, to establish the "First Fire District".
Mr. Wall: This is something that was in the City Code that
was left out and after the code was adopted. The request came from
the Fire Department and from Inspections to put this back ,in.
Essentially what this allows is ,more strenuous building
requirements within this area. Essentially this is the downtown
area. The construction materials for buildings and other things is
different because of the density of the downtown area. This has
been approved by the Fire Department and License & Inspection. It
has been sent to the State, because any change like this is subject
to their approval and they have approved the ordinance as well.
And I recommend approval of it.
Mr. Zetterberg: Move for approval.

Mr. Wall: This is a local code. We've adopted the building
code and the building code allows you to create special fire
districts, where because of the density you impose higher building
restrictions, such as metal as opposed to wood. And that's what
comes into play here.
Mr. Kuhlke: What happens to what is now considered non-
