COMMITTEE ROOM - February 27, 1996

PRESENT: Hons. Larry E. Sconyers, Mayor; H. Brigham,
Chairman; Zetterberg, Vice-Chairman; Kuhlke and Mays, members;
Charles Dillard, Interim Urban Services Administrator; Linda
Beazley, Interim Suburban Services Administrator; Lynn Wittke,
MIS Director; Chief W. L. Maddox, Fire Department; Bat. Chief
Dennis Atkins, Fire Department; Nancy Morawski, Deputy Clerk
of Commission-Council and Betty Murphy of the Clerk's Office.
Also Present: Sylvia Cooper and Wayne Partridge of the
Augusta Chronicle, George Eskola of WJBF Television and Cordell
Whitlock of WRDW Television.
The Committee first considered the appointment of Mr. Bill
Foster, NutraSweet Company, to the Local Emergency Planning
Committee (LEPC) to fill a vacancy created by the resignation
of Mr. Joe Rytlewski, Olin Corporation. This is a three-year
term, was read.
Mr. Kuhlke: I move approval.
Mr. Mays: Second.
Motion adopted unanimously.
The Committee next considered acceptance of the "Local
Emergency Planning Committee" (LEPC) Annual Report for 1995.
Mr. Zetterberg: I make a motion that we accept this report.
Mr. Kuhlke: Second.
Motion adopted unanimously.
Mr. Chairman: We have one item we need to add.
Mr. Kuhlke: I move we add it.
Mr. Mays: Second.
Motion adopted unanimously.
An Ordinance to amend an Ordinance prohibiting parking
in certain specified areas and designated areas; to provide
for summons to be issued by the Richmond County Sheriff's
Department for violations; to provide for amounts for violation
bond; to provide for enforcement; to provide penalties; to
provide an effective date; to provide for repeal for all other
Ordinances in conflict herewith; and for other purposes, was
read.
After a short discussion, Mr. Kuhlke: I move that we put
this on the Commission agenda in final form as a first reading.
Mr. Mays: Second.
Motion adopted with Mr. Zetterberg voting "No".
Communication from Sheriff Charles Webster regarding the
disposal of surplus guns, was read.
Mr. Chairman: Paine College has called and wanted to know
if they could purchase a few of the guns.
Sheriff Webster: Some of the officers, both County and
City, would like to purchase their old guns mainly for
sentimental value but there would still be a lot of guns
available for sale.
Mr. Kuhlke: I move that we approve it subject to the review
of the Attorney and that the weapons be appraised by a third-
party individual who would be able to determine their fair market
value.
Mr. Zetterberg: Second.
Motion adopted unanimously.
