Brigham, Chairman; Zetterberg, Vice-Chairman; Kuh1ke and Mays, members; Chief W. L. Maddox, Fire Department; Lewis Johnson, Central Services Director; Pam Tucker, Emergency Management Director; Jim Wall, Interim Attorney; Bat. Chief Dennis Atkins, Fire Department; Charles Dillard, Interim Urban Services Administrator; Nancy Morawski, Deputy Clerk of Commission- Council and Martha King of the Clerk's Office. Also Present: Gale Mino of WBBQ Radio, George Eskola of WJBF Television and Hon. Lee Beard, Commissioner. The Committee first discussed the matter of the Fire Department Training Facility. Chief Maddox: I sent you some information about breaking down the costs of the training facility over a three-year period. Mr. Kuh1ke: I move that we recommend to the full Commission that we proceed with the training facility. Mr. Zetterberg: I second it. Motion adopted unanimously. Communication from the Central Services Director requesting award of the low bid of $11,960 to K & W Services for the correction and repairs of the HVAC System at the Richmond County Mental Retardation Service Center. We also request the Nicholas Dickinson and Associates, P.C. be paid $3,445 for architecturally engineering and consulting services. Funding for this project was not a part of Central Services annual budget. Therefore, it must be addressed separately, was read. Mr. Johnson: We need to make these repairs and K & W Services is the low bid at $11,960. Mr. Kuhlke: Do we have any recourse against the contractor? Mr. Johnson: I'll have to talk with Mr. Wall about that. Mr. Wall: I would recommend that you go ahead with the payment for the repairs and not pay Mr. Dickinson at this time. Mr. Kuh1ke: I move approval to pay for the repairs and let Mr. Wall talk to Mr. Dickinson about his fee and also see if we have some recourse on the contractor who was originally involved. Mr. Mays: Second. Motion adopted unanimously. M Bea ley' We have one item we would like to add. s. z . Mr. Kuh1ke: I move we add it. I Mr. Mays: Second. Motion adopted. Communication from the Central Services Director requesting approval of a Surplus Equipment Listing for a sealed bid auction in March. The equipment will be available for viewing on March 5, 6 and 7 at the Ammon Building on Taylor Street. Bids will be opened at 12:00 Noon on March 11, 1996, was read. Mr. Mays: I move it be approved. Mr. Kuhlke: Second. Motion adopted unanimously. Communication from the EMA Director requesting approval of the appointment of Chief John Sheridan, Fire Department, to the Local Emergency Planning Committee (LEPC) to fill the vacancy created by the resignation of Chief Butch Murdock. This is a three-year term, was read. Mr. Zetterberg: I move it be approved. I Mr. Kuhlke: Second. Motion adopted unanimously. Communication from the EMA Director requesting approval of the appointment of Henry Brigham, Augusta-Richmond County commission-Council, to the Local Emergency Planning Committee (LEPC) to fill the required "Elected Official" seat on the committee. This is a three-year term, was read. Mr. Mays: I move it be approved. Mr. Kuh1ke: Second. Motion adopted with Mr. Brigham abstaining. The Committee next discussed the DOE proposal to Augusta- Richmond County for Meterorological Monitoring. Ms. Tucker: This involves placing weather stations at three of our primary chemical cluster areas. This will give us immediate weather information and we will approach the chemical companies regarding funding. The total cost would be about I $20,000. I I I Mr. Zetterberg: I move that we move this along and put it on the agenda for the full Commission to hear. Mr. Mays: Second. Motion adopted unanimously. Communication from the Interim Attorney requesting approval of a Change Order for the E-911 Facility, was read. Mr. Wall: This is to put something in the equipment room for the radio equipment to hang on. This is at the request of Motorola with Two State to do the work. It's in the amount of $2,252.00. Mr. Kuhlke: I move approval. Mr. Mays: Second. Motion adopted unanimously. Communication from the Interim Attorney requesting ratification of the Rural Fire Defense Memorandum of Understanding between the Georgia Forestry Commission and Augusta-Richmond County Fire Department, was read. Mr. Kuh1ke: I move it be approved. Mr. Mays: Second. Motion adopted unanimously. Communication from the Interim Attorney requesting approval of the Crossing Guards Agreement, was read. Mr. Wall: There has been an informal agreement between the County and the Board of Education for several years whereby there was a sharing of the cost. The county has been paying 75% of the cost for the crossing guards and the Board has been paying approximately 25%. The agreement provides for 100% reimbursement for crossing guards within the former City limits through June 30 and reimbursement to the County as before. After June 30 and through the following years, it would be split on 50/50 basis. There is no obligation on the part of the Board of Education to provide school crossing guards; the obligation is really on the municipality or the county to do this. This would be subject to approval of the Board of Education and will formalize this informal arrangement. Mr. Mays: I move it be approved. Mr. Kuhlke: Second. Motion adopted unanimously. The Committee next heard a presentation by the Concerned Citizens of Richmond County regarding the Phinizy Road Jail. At this time a delegation appeared before the Committee regarding the building of a new Jail at the Phinizy Road site. They requested that other sites be considered, including sites in other small surrounding counties. Chief Toole stated that the design documents for the Phinizy Road site are 95% complete at this time. Mr. Kuhlke suggested that Chief Toole talk with some of the neighboring counties to see if there is any availability for prisoner space and if the proposal would have any viability. Further discussion with area residents continued regarding the placement of the Jail on Phinizy Road. communication from Mr. Sydney Carter, Architect, stating as you are aware, the Richmond County Facility of the Georgia State Drivers License Division consists of a building and a consider- able amount of exterior work in the form of grading and paving. The paving includes a deceleration lane on Georgia Highway 56. The building has been completed since october, 1995. The punch list was completed and I have no hesitation in accepting it. However, the weather has prevented the completion of the deceleration lane and drying out the base at the driveway entrance. The Georgia DOT will not permit any moisture to emerge from the base after compaction. Because of the delay by weather, the retainage in the contract has kept the subcontractors on the building from receiving their final payment. These include plumbing, electrical, mechanical, floor covering, wall covering, ceiling installers and painters. None of these trades have any interest or obligation outside of the building itself. I am receiving calls from the subcontractors for relief in obtaining their final payments. I really believe they are entitled to receive payment, as they are being held hostage to a situation over which they have no control. They are all small businesses and need the money. As of the General Contractor's last request for payment in January, 1996, the retainage was $33,401.00. I have ascertained from Mars Construction, Inc. that $9,000.00 will satisfy the subcontractors' demand for payment. I am respect- fully requesting that the Mayor and Commission authorize the release of $9,000.00 of the retainage amount to correct this inequitable situation, was read.
