Bob Young, Mayor; Boyles, Chairman; Beard, Co-Chairman; Grantham and Williams, members; Steve Shepard, Attorney; Harry James, Staff Attorney; George Kolb, Administrator; Paul DeCamp, Planning Commission; Chief Al Gillespie, Fire Department; Dep. Chief Mike Rogers, Fire Department; Ron Crowden, Fleet Manager; Lena Bonner, Clerk of Commission. Also Present: Hons. Cheek and Williams, Commissioners. 2. Review/update the Service Delivery Strategy for Richmond County. Mr. DeCamp: This requires local governments to develop a service delivery strategy that outlines basic requirements for services that are provided in each community, how they are paid for and what cooperative agreements are maintained with neighboring local governments. Our strategy was adopted in 1997 and we have reviewed it and have determined that no update is needed at this time. A form must be sent in to the state and the Mayor should be authorized to sign off on the existing strategy. Ms. Beard: I so move. Mr. Grantham: Second. Motion adopted unanimously. 9. Consider a request for funding in the amount of $150,000 for ongoing programs, operations and maintenance of the Lucy Craft Laney Museum of Black History. At this time Ms. Christine Betts appeared before the Committee regarding the above item. Mr. Kolb: The funding for this would have to come from contingency. Mr. Persaud: We have about $580,000 in contingency now. After a discussion, Ms. Beard: I move that we give them $125,000. Mr. Williams: Second. Motion adopted unanimously. CONSENT AGENDA ITEMS: 1 3. Approve the acquisition of Four (4) Compact Pickup Trucks for the Utilities Department - Customer Service Division from Bobby Jones Ford of Augusta, Georgia for $15,245.43 each (lowest bid offer on Bid 03-120). I 4. Approve the acquisition of One (1) Four Inch Pump for the Utilities Department - Construction Division from Godwin Pumps of America Sales _and Service Company of Charleston, South Carolina for $15,041.00 (lowest bid offer on Bid 03-064). 5. Approve the acquisition of One (1) Compact Pickup Truck for the Utilities Department - Water Production Division from Bobby Jones Ford of Augusta, Georgia for $15,245.43 (lowest bid offer on Bid 03-120). 10. Consider a request from the Fellowship of Christian Athletes regarding City sponsorship through the purchase of tickets for their annual Fellowship of Christian Athletes Home Team Banquet. 11. Approve the acquisition of Two (2) Backhoe/Loaders for the Utilities Department - Construction Division from Stith Tractor and Equipment Company of Augusta, Georgia for $49,041.00 each (lowest bid offer on Bid 03-065). 12. Approve the acquisition of Two (2) Full Size Pickup Trucks for the Utilities Department - Construction Division from Bobby Jones Ford of Augusta, Georgia for $21,215.90 each (lowest bid offer on Bid 03-119). I 13. Approve the acquisition of Two (2) Compact Pickup Trucks for the Utilities Department - Water Production Division Filtration Plant - South from Bobby Jones Ford of Augusta, Georgia for $15,245.43 each (lowest bid offer on Bid 03-120). 15. Authorize Public Works & Engineering Department to accept a Section 319(h) FY03 Nonpoint Source Implementation Grant for the Augusta area in the amount of $238,280 and provide matching funds in the amount of $158,854. 16. Authorize Public Works & Engineering Department to accept a second Brownfields Assessment Grant from US Environmental Protection Agency in the amount of $200,000.00. 20. Consider a request from the Georgia Carolina Council, Boy Scouts of America, for the purchase of tickets for the 13th Annual Good Scout Luncheon. The Clerk: The MayoT has told me that the tickets on Item 20 would be free tickets Tather than a purchase. I 2 I Mr. GTantham: I make a motion that these be accepted as a consent agenda. Ms. BeaTd: Second. Motion adopted unanimously. 6. Approve the acquisition of One (1) Cargo Van for the Augusta Fire Department from Allan Vigil Ford of Jonesboro, Georgia for $16,598.00 each (lowest bid offer on Bid 03-125). 7. Approve the acquisition of Three (3) Ford Crown Victorias for the Augusta Fire Department from Bobby Jones Ford of Augusta, Georgia for $25,041.00 each (lowest bid offer on Bid 03-130). 8. Approve the acquisition of Four (4) Sports Utility Vehicles for the Augusta Fire Department from Legacy Ford of McDonough, Georgia for $31,802.00 each (lowest bid offer on Bid 03-141). AfteT a lengthy discussion of these items, Mr. GTantham: I make a motion we approve 6, 7 and 8. I Mr. Williams: Second. Motion adopted unanimously. 1. Mr. Brad Kyzer to appear before the Committee regarding the Skyfest Airshow. (Referred from February 11 Finance) The Clerk: Mr. KyzeT has made a decision not to appear befoTe the committee. Could we have a motion to delete this item? Mr. Grantham: So move. Mr. Williams: Second. Motion adopted unanimously. 14. Approve the acquisition of Two (2) Dome Top Crew Trucks for $39,504.12 each (lowest bid offer on Bid 03-123) and One (1) Compact Pickup Truck for $15,245.43 each (lowest bid offer on Bid 03-120) for the Utilities Department - Construction Division from Bobby Jones Ford of Augusta, Georgia. I Mr. GTantham: I so move. Mr. Williams: Second. 3 Motion adopted unanimously. I Mr. GTantham: Ron, would you look into the advantages we might have to lease some of these vehicles TatheT than purchasing them? Mr. Crowden: Yes, sir, I will. 17. Discuss the formation of an Augusta Delegation to tour various cities/communities to aid in the Commission's SPLOST deliberations. (Requested by Commissioner Williams) Mr. Williams: We should have a delegation to go out to other cities and look at the facilities that they've built with sales tax and see what we can do heTe. Mr. GTantham: I'll make a motion that we direct our AdministTator to choose three cities and get information from those cities and have a definite date to visit them and ask theiT elected officials andloT AdministratoT to talk with us and we take an entourage of three OT four to each one wheTeby we split it up and come back with that information. Mr. Williams: I second that. Mr. GTantham: I think we need to look at Greenville, SC, Jacksonville, Gwinnett County or Charlotte and I think those aTe four cities we need to concentTate on because that's wheTe the competition is coming from. And I think no more than four people should go to anyone place. I'd like to have some of this information back at the next Commission meeting. I Motion adopted unanimously. 18. Discuss/approve budgetary adjustment to Attorney's budget. (Requested by Commissioner Williams) Mr. Williams: I just wanted some clarification on this. Mr. ShepaTd: It was not cleaT to me afteT I Teviewed it that the meetings Tate was the lowest partneT Tate would apply to things like I went to this morning at a confeTence in the MayoT's Office. The meetings Tate would apply to all hourly rated matteTs otheT than contTacts and litigation and I wanted to clarify that. Discuss/approve expenditure from capital budget for continuation of redecoration in the Clerk of Commission's Office. (Requested by Commissioner Williams) Mr. Williams: I wanted some clarification fOT the funding fOT this. I do not think that it should come out of her budget. Mr. Kolb: This would come from the building renovation fund from the Phase III sales tax. Mr. Williams: I so move. Mr. GTantham: Second. Motion adopted unanimously.
