Beard, Co-Chairman; Grantham and Williams, members; Steve Shepard, Attorney; David Persuad, Finance Director; Lena Bonner, Clerk of Commission. ABSENT: Hons. Bob Young, Mayor and Boyles, Chairman. 1. Consider a request from Garden City Rescue Mission for an abatement of 2003 taxes. (Referred from January 27 Finance) Mr. Shepard: It can be structured like the Boxing Club so my answer is that it can be done. Mr. Williams: So move. Mr. Grantham: Second. Motion adopted unanimously. I 2. Consider a request from The Augusta Players for a $3000 contribution regarding their attendance at the Southeastern Theatre Conference. Mr. Shepard: We could probably do something under a contract basis but we can't just make contributions. Mr. Grantham: I'll make a motion that the attorney enter into a contract, get it to the amount that he feels comfortable for us and bring it back at the next full Commission. We'll have to find the money at that time.. Mr. Williams: Second. Motion adopted unanimously. 3. Mr. Brad Kyzer to appear before the Committee regarding the Skyfest Airshow. The Clerk: This item has been requested to be rescheduled at the next meeting. 4. Authorize submission of a grant application to the Georgia Department of Natural Resources (DNR) to finance development of a Design Guidelines Manual for the Pinch Gut (Olde Town) National Register Historic District. I Mr. Williams: So move. 1 Mr. Grantham: 'Second. Motion adopted unanimously. I 5. Report from the Finance Director regarding budgetary cuts to balance Fiscal Year 2004 budget. Mr. Persaud: These are a list of the cuts in the various departments. Your travel was cut by $10,000. Mr. Williams: I would like to see our money for training reinstated back into the account. It has been very helpful and we have new commissioners who have come on board and I would like to see us direct the Administrator to look into putting that back into the account. I'm going to make a motion that we direct the Administrator to try to find that $10,000 and put it back into that account for training for the Commissioners. Mr. Grantham: Second. Motion adopted unanimously. 6. Consider abatement of taxes on the following properties: Map 59-1, Parcel 555 and Map 46-3, Parcel 176. Mr. Williams: I so move. I Mr. Grantham: Second. Motion adopted unanimously. 7. Authorize a General Fund MlO Contingency Transfer to the Board of Health - Mental Program. Mr. Williams: So move. Mr. Grantham: Second. Motion adopted unanimously. 8. Consider a request to reclassify an Investigator position to that of Chief Investigator in the District Attorney's Office. (See background information under Item 4 on Administrative Services) The Clerk: This was referred to the Commission with a directive to the DA's office to come back with a source of funding on Tuesday. I 2 I I I 9. Report f.'om the Internal Auditor regarding an audit of the Hotel and Motel Excise Taxes. Mr. Kolb: They are already working on collecting the money owed to us. Discuss/approve expenditure from capital budget for continuation of redecoration in the Clerk of Commission's Office.
