Consider request for penalty and interest abatement - Personal Property Account - 2001. 2. Consider abatement of taxes on City owned property. 3. Approve the acquisition of One (I) Crime Scene Van for the Richmond County Sheriffs Office from Bobby Jones Ford of Augusta, Georgia, for $25,468.53 (lowest bid offer on Bid 02-147). 4. Consider a request from the Augusta Metro Chamber of Commerce for an abatement of taxes for the year 2002 in the amount of$5,858.38. 5. Consider the purchase of tickets for the 13th Annual Augusta Economic Outlook. 6. Consider a request from Transition Centers, Inc. for an abatement of taxes in the amount-of $5,664.65 on property located at 1328 Baker Avenue. (Deferred from November 25 Finance) 7. Approve the 24-month lease for golf carts for the Augusta Recreation Department - Golf Course Division from EZ-Go Textron, Inc. of Augusta, Georgia for a total amount of $74,000.00 (lowest bid offer on Bid 02-211). 8. Consider request to abate penalty and interest for Hillcrest Memorial Park. Also consider their request to transfer a payment of$1,368.33 made to an account that has been cancelled. 9. Consider a request from Paine College for City sponsorship/purchase of tickets for the Third Annual United Negro College Fund Masked Ball. Hankerson, Co-Chairman; Bridges and Williams, members; Jim Wall, Attorney; George Kolb, Administrator; North Williamson, Tax Commissioner's Office; E. W. Reece, Tax Assessor; Lena Bonner, Clerk of Commission. ABSENT: Hons. Bob Young, Mayor; Shepard, Chairman. The Clerk: We have one item to add. It is to accept prepayment of $150,000 for an outstanding UDAG loan from the Landmark Apartments. Mr. Williams: I so move. Mr. Bridges: Second. Motion adopted unanimously. CONSENT AGENDA ITEMS: 3. Consider a request from Paine College for City sponsorship/purchase of tickets for the Third Annual United Negro College Fund Masked Ball. Mr. Bridges: I so move. Mr. Williams: Second. Motion adopted unanimously. I 1. Consider request for penalty and interest abatement - Personal Property Account - 2001. Mr. Williamson: The interest involved is $297.03 and the penalty is $264.68. We recommend that you abate the penalty only. Mr. Williams: I so move. I Mr. Bridges: Second. Motion adopted unanimously. 2. Consider abatement of taxes on City owned property. Mr. Williamson: These are properties that the County has acquired through one program or another. Seven properties are involved with a total of $1,063.81 and the city now owns them. Mr. Williams: I so move. Mr. Bridges: I'll second it. Motion adopted unanimously. 6. Consider a request from Transition Centers, Inc. for aD abatement of tans in the amount of $5,664.65 on property located at 1328 Baker Avenue. (Deferred from November 25 Finance) I Mr. Reece: They purchased this property in April of 200 1 and the taxes were prorated in the amount of$I,489.65 which was taken from the seller's proceeds to be paid as their portion of the taxes. If you were inclined to abate anything, it would be the difference between that which is $4,175.00. Mr. Williams: I want to make a motion that we abate those taxes in the amount of $4,175.00 and have ner go downstairs and turn in the proper forms for the exemption. Mr. Hankerson: I'll second the motion. After further discussion, the motion was adopted unanimously. 8. Consider request to abate penalty and! interest for Hillcrest Memorial Par:k. Also consider their request to transfer a payment of $1,368.33 made to an account that has been cancelled. Mr. Williamson: The second part of that request has been pretty much resolved. Mr. Wall and I discussed that and this can be handled administratively. They requested that the penalty and interest on their account for 2002 be abated because of the fact tha.t they had assumed that since the personal property was abated, that the real estate would I 2 I be abated. The real estate was in a different name and is not in the name of an exempt entity. They are going to change that this year and it will be exempt next year. Mr. Bridges: I make a motion that the abatement be denied. Mr. Williams: Second. Motion adopted unanimously. Addendum Item 1. Accept the prepayment of $150,000 for the outstanding UDAG loan for the Landmark Apartments. Mr. Williams: I so move. Mr. Bridges: I'll second it for discussion. I Mr. Wall: They are trying to get it paid before the end of the year for tax reasons. Mr. Persaud checked the calculations on the present value of that amount of money based upon whether we receive it at a lump sum at this time versus a prepayment. They're paying a little bit of a premium based upon the present value to prepay it currently. You are owed about $350,000 and if we take the stream of payments between now and 2023, we would collect $353,000. The question is whether or not we want to have a prepayment of$150,000 and take that money and in theory invest it and have more than $350,000 by the year 2023. After further discussion, Mr. Williams: I make a substitute motion that we deny this. Mr. Hankerson: Second. (Vote on substitute motion) Motion adopted unanimously.
