Consider recommendation from the Development Authority of Richmond County regarding Augusta's membership in the CSRA Unified Development Authority. 2. Discuss impact on 2002 Budget from charging of purchase orders to subsequent years (Special Grand Jury recommendation/concern). (Recommendation 8) (Requested by Commissioner Shepard) 3. Approve GASB 34 Engagement Letter for Compliance for the Augusta Richmond County Audit Report Fiscal Year ending December 31, 2002. 4. Approve funding for September 10,2002 GenerarPrimary Run-off. 5. Motion to authorize staff to proceed with the refunding of Series 1989 and Series 1990 Downtown Development Authority Parking Bonds. 6. Approve the acquisition of One (1) F150 Pickup Truck for the Augusta Recreation Department from Bobby Jones Ford of Augusta, Georgia for $16,693.04 (lowest bid offer on Bid 02-154). 7. Approve the acquisition of Two (2) Work Detail Vans for the Augusta Recreation Department from Bobby Jones Ford of Augusta, Georgia for $24,351.46 each (lowest bid offer on Bid 02-155). ADDENDUM FINANCE & APPROPRIATIONS AGENDA September 9, 2002 2:00 P. M. ADDITION TO THE AGENDA: 1. Motion to approve Contract for Services in the development of trade, commerce, industry and employment opportunities in Augusta, Georgia between Augusta and the Development Authority of Richmond County for calendar year 2002 in the amount of $96,500. Shepard, Chairman; Hankerson, Co-Chairman; Bridges and Williams, members; Jim Wall, Attorney; George Kolb, Administrator; David Persaud, Finance Director; Walter Hornsby, Deputy Administrator; Lena Bonner, Clerk of Commission. Also Present: Stacey Eidson of The Metropolitan Spirit, Heidi Williams of The Augusta Chronicle, Shawn Norris of The Augusta Focus and Hons. Beard, Colclough and Boyles, Commissioners. CONSENT AGENDA ITEMS: 3. Approve GASB 34 Engagement Letter for Compliance for the Augusta Richmond County Audit Report Fiscal Year ending December 31,2002. 4. Approve funding for September 10,2002 General Primary Run-off. 6. Approve the acquisition of One (1) F150 Pickup Truck for the Augusta Recreation Department from Bobby Jones Ford of Augusta, Georgia for $16,693.04 (lowest bid offer on Bid 02-154). I 7. Mr. Williams: I so move. Mr. Hankerson: Second. Motion adopted unanimously. The Clerk: We have a request for an addendum to approve a contract with the Development Authority of Richmond County. Mr. Williams: I move we add it to the agenda for discussion. Mr. Bridges: Second. Motion adopted unanimously. 1. Consider recommendation from the Development Authority of Richmond County regarding Augusta's membership in the CSRA Unified Development Authority. I Mr. Bridges: I'd like to hold this in committee if we could and I'll make that in the form of a motion. Mr. Williams: Second. I Motion adopted unanimously. 2. Discuss impact on 2002 Budget from charging of purchase orders to subsequent years (Special Grand Jury recommendation/concern). (Recommendation 8) (Requested by Commissioner Shepard) Mr. Chairman: In light of what the Administrative Services Committee did and the fact that Mr. Kolb brought back a response and since they requested additional time, I'd like to keep that in line with that request. Mr. Williams: I so move. Mr. Chairman: I'll second it. Motion adopted unanimously. 5. Motion to authorize staff to proceed with the refunding of Series 1989 and Series 1990 Downtown Development Authority Parking Bonds. I Mr. Wall: Basically we're asking the Development Authority to refinance the bonds. Mr. Williams: I so move. Mr. Hankerson: Second. Motion adopted unanimously. Addendum Item 1. Motion to approve Contract for Services in the development of trade, commerce, industry and employment opportunities in Augusta, Georgia between Augusta and the Development Authority of Richmond County for calendar year 2002 in the amount of $96,500. Mr. Kolb: The amount that we will transmit that you are approving is $96,500 and subtracted from that will be an economic development grant that we received from ED A that they agreed to match. The other item is when we did a field trip to Richmond, there were some payments made for that trip that came fr'om this $96,500 so those two items will be deducted and it will come out to about $83,000.
