Mays, Colclough, Kuhlke and Cheek, Commissioners. A request to consider granting school exemption for 1999' and 2000 tax yean for Vivian F. Pardue, was read. Mr. Chairman: It might be good that we send this to the Tax Assessors office. Mr. Bridges: I so move. Mr. Williams: Second. I Motion adopted unanimously with Mr. H. Brigham out of the room. A request for City participation in the sponsonhip of the 93rd Joint Annual Meeting of the Augusta Metro Chamber of Commerce and the Columbia County. Chamber of Commerce, was read. Mr. Hornsby: That would be ten seats at $30.00 per ticket. Mr. Bridges: I make a motion we purchase a table as is our normal manner and d.o it out of the Promotion Account. Mr. Williams: I second it. Motion adopted unanimously with Mr. H. Brigham out of the room. A request to approve the purchase of a 40-Foot Articulated Bucket Truck for the Traffic Engineering Department from Transport Equipment Company of Albany, Georgia, for 557,610.00 Oowest bid otTer on Bid 00-143), was read. - . Mr. Bridges: I so move. ... " Mr. Shepard: I'll second for purposes of discussion. I Mr. Williams requested that Mr. Siddall send out to the Committee a list of equipment that is being considered for replacement. Motion adopted unanimously with Mr. H. Brigham out of the room. I A request to approve the lease of two Al-Jon 91K Landfill Compacton for the Public Works Department - Solid Waste Division from Al-Jon Incorporated for annual lease of $231,095.04 ($115,547.52 each) (lowest bid offer on Bid 00-147), was read. After a discussion of the matter among Committee members and a presentation by Mr. Tom Palmer of Yancey Brothers Company, Mr. Bridges: I make a motion for the low bid. Mr. Shepard: I'll second the motion for purposes of discussion. Motion adopted unanimously. The Committee next discussed the need for Project Manager at Golf Hall of Fame and funding. Mr. Acree: I have talked with the Project Manager and have received an update on the project and am satisfied that they are moving forward with the work. Mr. Bridges: I move that we receive this as information. I Mr. Williams: Second. Motion adopted unanimously. A request to approve the purchase of one (1) Sewer Vacuum Truck for the Augusta Richmond County Utilities Department (Bid 00-112), was read. A request to approve the purchase of One (1) Sewer Vacuum Truck for the Augusta Richmond County Public Works Department (Bid 0~~112), was read. Mr. Siddall: Based upon the final evaluation and consultation with both departments, we are recommending the purchase of the higher priced machine. Mr. Wall indicated that in this case accepting the low bid would be proper since that machine met the specifications as submitted. After a discussion of the matter and presentations by representatives of both companies submitting bids, Mr. Williams: I move that we approve the low bid. ./ Mr. Bridges: I second that. Motion adopted unanimously. I -, ! I . . A request to consider abatement of balance of taxes for year 2000. (property located on Broad Street), was read. A request to consider abatement of taxes on City-owned property. (3624 Morgan Road, Map 129, Panel 12.01) .. A request to approve abatement of year 2000 property taxes on 709 Weed Street and 1319 Holley Street in the amount of $94.59 and $376.85 respectively, was read. Mr. Bridges: I so move that we approve. Mr. H. Brigham: Second. Motion adopted unanimously. A request to approve Ordinance to amend Augusta Richmond County Code Section 6-1-5(b) so as to increase the regulatory fee, was read. . A request to approve Ordinance to amend Augusta Richmond County Code Section 6-2-67(b) so as to increase and establish alcohol license fees, was read. I Mr. Chairman: The Mayor has scheduled a public hearing on Wednesday to discuss these matters and it may be premature for us to act Until we have the benefit of the conversations there, so we may want to just refer this on to the Commission with no recommendation. Mr. Bridges: I so move. Mr. Williams: Second. Mr. Mays noted that if these fee increases are not approved, then cuts corresponding to the fee increases should be considered. Mr. Tim Pirtle: My name is Tim Pirtle. I live at 520 Brandermill Road in Evans and my business is the Honky Tonk. Lounge on Gordon Highway. I've been nominated as the spokesperson for the Augusta Richmond County Retail Wholesales Vendors Association. Our concern on the proposal to raise the license fees is that we are already taxed higher than any other industry in the United States. These fees are nothing more than another tax.- We have had meetings over the past few days and we've come up with some options to present to you. ... Mr. Bridges: I'd like to see those in writing. I Mr. Pirtle: I'd be happy to do that and present it now as well. We're small business people and can't afford to have this tax on us year after year. Not only are you proposing a tax on each individual business, you're proposing a tax on the people that supply us. They will pass that tax on to us as an increase in cost and we'll have to pass that on to our customers. The first solution we propose is that the business license for everyone in the County should be a uniform flat fee. At this time it is based on revenue. Also, we pay an excise tax based on our liquor pouring. We pay 3% of whatever the liquor is and we don't pay anything on beer or wine. We propose that you take the 3% that we're paying for pouring and reduce it down to ~%. But in addition to reducing it down to ~%, we want you to include beer and wine in that and we'll pay a half percent on beer and wine. We also want the other people who haven't paid any taxes on their beer and wine to pay also. This would extend to the grocery stores, the convenience stores and the liquor stores. Everyone would just pay ~% across the board on any liquor . or beer sales from anyone in this county who sells any alcoholic beverages. That way everyone would pay equally. I Motion adopted unanimously. A request to accept bid of George and Ollie Pearce made on the Sibley Road surplus property, was read. Mr. Wall: The bid amount was $5,900 and we recommend approval. Mr. Bridges: I move for approval. I Mr. Chairman: I second it. Motion adopted unanimously with Mr. Williams out of the room. A request to approve abatement of year 2000 property taxes on 1137 Eighth Street and 815, 817 and 821 Laney-Walker Boulevard in the amount of $297.22, $28.81, $69.76 and $69.76 respectively, was read.
