Brigham, Co- Chainllan; Bridges and Williams, members; Randy Oliver, Administrator; Jim Wall, Attorney; Walter Hornsby, Deputy Administrator; Lon Morrey, Comptroller; Harry Siddall, Fleet Manager; Keven Mack, HND Director; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of-Commission. Also Present: Stacey Eidson of The Metropolitan Spirit, Eileen Rivers of The Augusta Focus and Hons. J. Brigham, Kuhlke, Cheek, Mays and Colclough, Commissioners. Mr. Chairman: We have an addition to the agenda which is a carryover from our last meeting and I'd ask for a motion to add it. Mr. Bridges: I so move. Mr. Williams: Second. Motion adopted unanimously. ..1 .~ Mr. Chairman: We'll go ahead and take this item first. It is the appointment of the Indigent Care Finance Study Committee. I'd like to appoint four Commissioners to work on this issue with appropriate staff support and also work with University Hospital. The four Commissioners who have agreed to serve and come back with some recommendations to the this Committee are Mr. Cheek, Mr. Jerry Brigham, Mr. Beard and Mr. Colclough. Mr. Bridges: I move that we appoint these Commissioners to the Committee. Mr. Williams: Second. Motion adopted unanimously, A request to approve award to Willoughby Ford for three (3) Ford Crown Victoria Full Size Automobiles for Model Year 2000 (Bid # 99-139) at a cost not to exceed $21,583 each, was read. A request to approve award to Mays International Trucks for one (1) 26,000 GVW Single Axle Dump Truck for Model Year 2000 (Bid # 99-146) at a cost not to exceed $37,550, was read. I A request to approve award to Mays International Trucks for one (1) 26,000 GVW Single Axle Flatbed Dump Truck for Model Year 2000 (Bid # 99-147) at a cost not to exceed $41,243.60, was read. A request to approve award to Mays International Trucks for one (1) 33,000 I GVW Single Axle Dump Trucks for Model Year 2000 (Bid # 99-148) at a cost not to exceed $41,548.58 each, was read. A request to approve award to Mays International Trucks for four (4) 64,000 GVW Tandem Axle Dump Trucks for Model Year 2000 (Bid # 99-150) (3 @ $66,500 and 1 @ $65,970), was read. A request to approve award to Willoughby Ford for five (5) Ford F150 Full Size Pickup Trucks for Model Year 2000 (Bid # 99-142) at a cost not to exceed $68,023.50 (average cost $13,604.70), was read. After a short discussion, Mr. Bridges: I make a motion that we approve these items. Mr. H. Brigham: Second. Motion adopted unanimously. A request to approve award to Willoughby Ford for seventeen (17) Ford F250 8,500 GVW Trucks for Model Year 2000 (Bid # 99-143) at bid prices shown, was read. .".! A request to approve award to Willoughby Ford for two (2) Ford Explorer 4 Door Sport Utility Vehicles for Model Year 2000 (Bid # 99-144) not to exceed $21,260 each, was read. I ..i Mr. Bridges: I so move. Mr. H. Brigham: Second. Motion adopted with Mr. Williams voting "No". A request to approve refund of 1997 and 1998 taxes in the amount of $258.59 to James Little, Jr. for overpayment of taxes on Map 109-3, Parcel 58, was read. , A request to approve refund of 1997 and 1998 taxes in the amount of $516.21 to James R. Simmons for overpayment of taxes on Map 97-3, Parcel 12, was read. A request to approve refund of 1997 and 1998 taxes in the amount of $51.62 to J. C. Coleman for overpayment of taxes on boat account 96918, was read. Mr. Bridges: I make a motion that we approve these. Mr. Williams: Second. I I Motion adopted unanimously. A request to approve addition to 2000 Budget of $28,000 to pay management fee fol' the Small Business Incubator to be funded from General Fund Contingency, was read. Mr. Oliver: This was something that was just an oversight in the budgetary process. Mr. Chairman: Could we pay just the first quarter since these are set up in quarterly payments? Mr. Morrey: We could do that. Mr. Williams: I move that we make a $7,000 payment now. Mr. Bridges: I'll second that motion. Mr. Colclough: I've heard that they turned down a contract from a company that wanted to go in there. Mr. Oliver: We can follow up on that. 1.1' ,'. Mr. Chairman: And if you fmd out anything, you can share it with us. Motion adopted unanimously. The Committee next discussed CVB funding. Mr. Kuhlke: In 1998 the Commission passed an ordinance for some pass-through funding for the Museum. Last year the funding was reduced to $300,000 and in subsequent years it is supposed to go down to $200,000 this year, $100,000 next year and then down to nothing. I would like for this Committee to consider amending this ordinance whereby the Museum would receive $300,000 of these funds, the same as they received last year. My request comes from the Museum Board who actually cannot make it with the reduced amount of funding. Mr. Barry White: I haven't actually spoken to the full board but I have talked to some members. I would like for them to consider it at their meeting on February 10. Mr. Chairman: We would have to ask Jim to prepare an amendment to the ordinance.
