The Clerk: We have a request to delete Item #6 from the agenda and add one
item to Ihe agenda.

A request to award a purchase order for the Augusta Richmond Marshal's
Department to Sidney's, was read.

A request to approve Hudson & Marshall Inc. and Performance Auction
Company on a rotating basis as the vendors of choice for the purpose of auctioning
excess county vehicles and equipment (Bid # 99-110), was read.
Mr. Siddall: This was sent out to seven prospective bidders and these two
returned bid sheets.

Mr. Glenn Rhodes: I own and operate South Augusta Auction Company. My
problem with the bid proposal when it was sent out was that it asked for a used motor
vehicle parts dealer license and a retail used car dealer license which are not required by
the State to sell government vehicles. I could not submit a bid based on that requirement
and it also required you to carry a general aggregate limit of $1 million personal inj ury
limit $1 million and so forth with, I think, seven different insurances. As a small
company I don't carry that but I would be willing to carry it if! was awarded a contract.
The:. wanted it attached tu the contract before :OLl submitted a bid and 1 can't see doing
thatiust to submit a bid.
Mr. Siddall: I did not receive any comments from anyone regarding the bids. [
believe we could take it into consideration regarding a company obtaining insurance by
the time of the auction. The certification requirements could be removed as long as they
had an auctioneer's license.
Mr. Wall: I think you would want them to obtain the insurance by the time of the
award of the contract.
After further discussion, Mr. 1. Brigham: I move that we reject all bids, delay this
until we have a review of the bid procedures and then readvertise.
Mr. Beard: Second.
Motion adopted unanimously.
A request to approve the request for proposal for vehicle and equipment
maintenance services, was read.
Mr. Siddall: This is for the contract for our maintenance services. One of our
main concerns this time is to have mechanics who are technically qualified to make
repairs on our equipment. The equipment is becoming more technologically advanced
and it is becoming more difficult for us to do the repairs on a timely basis and get the
equipment back to the user. The costs of non-productive time for departments will only
become higher if we do not hire people with competent skill levels. The contract asks the
contractor to staff at a certain level for qualified mechanics to get the job done as it
should be.
Mr. Oliver: You're saying that a certain number of people will be needed to
service the cars and there is t1exibility for that. but you're specifying technical people to
handle the repairs and you're requiring that they staff to those technical specifications
even to the extent of providing professional designation.
Mr. Siddall: That's correct.
Mr. Beard: I would want to know how many people you're talking about.
Mr. Siddall: That is outlined in Attachment L. We're basically talking about 18
people out the current staff so we're talking about 18 out of the proposed 53 positions
that will be in the contract next year. These have the potential to be rehired based on
their level of skill in the positions that may be available.
Mr. Beard: I am concerned about those \vho have been here a long time.

Mr. Oliver: If they are qualified, they can apply for any other job that is open in
the government.
Mr. Siddall: They have been told that their skill levels are only at a certain grade
and they need to either get more training or look for other positions and most are willing
to just stay where they are. We have not maintained the one-year requirement in this
contract as we had in the others. We have included the ninety-day evaluation period in
this contract and it was also in the others.
:\1r. Oliver: Regardless of what you do, we do need to put out an RFP because
our current contract expires on December 3 1 and we need to get that out and get the
responses back,
1\.1r. Chairman: Can you put together a memo outlining the changes relating to
this contract between now and the Commission so that everyone can understand it?
!vlr. Siddall: Yes, I can.
Mr. Chairman: Can we have a motion to send this on to the Commission without
approval?
Mr. J. Brigham: I'll move that.

A request to approve modification to lease with the Augusta Green Jackets,
subject to the approval of Attorney and Administrator, to permit Green Jackets to
pave parking lot at Lake Olmstead Stadium at their expense (capital and operating)
charginl~ a fee not to exceed $1.00 per game adjusted for inflation, was read.

A request to consider sale of naming rights for Lake Olmstead Stadium, was
Mr. Oliver: They would like to pave the parking lot there to hopefully improve
the aesthetics of the area and attendance at the games. They were agreeable to the tee of
$1.00 per game. Regarding #8 they wanted to discuss the naming rights for Lake
Olmstead. They discussed about the possibility of naming the stadium where all the
expenses as it relates to marketing, promotion and that type thing would be done at their
expense. At this point all we're looking for is a conceptual agreement to do that. Any
actual agreement would be brought back to you for approval.

A request to authorize Fleet Management to sell one excess Police vehicle to
the Jefferson County Marshal's Department for 53,000, was read.

The Committee next discussed the contract with Augusta Metropolitan
Convention & Visitors Bureau.
Mr. Oliver: I would suggest that you take this for information at this point and
then review it and proceed later.
After a short discussion, Mr. Beard: I move that we receive this as information.
Mr. 1. Brigham: Second.
Motion adopted unanimously.
An analysis of Phase III Special Purpose Local Option Sales Tax (SPLOST)
collections, was read.
Mr. Oliver: I would suggest this be postponed until the next meeting.
It was the consensus of the Committee that this be considered at the next
Committee meeting.
A request for relief from penalty and interest for Mr. George Locke
McKnight for property at 2637 Walton Way - 33..1; 45, was read.
Mr. Williamson: He has said that he did not receive the bill and he didn't inform
us of any change of address. We would recommend that perhaps the penalty should be
abated, if not in full then at least partially.
Mr. J. Brigham: I move that we waive the penalty only.
Motion dies for lack of a second.
Mr. Beard: I move that we denv it
