Brigham, members; Harrison Sears, Tax Assessor; Harry Siddall, Fleet Manager; Randy Oliver, Administrator; Jim Wall, Attorney; Lon Morrey, Comptroller; David Collins, Finance Department; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hon. H. Brigham, Vice-Chairman. Also Present: Sylvia Cooper of The Augusta Chronicle, George Eskola ofWJBF Television, Stacey Eidson of The Metropolitan Spirit and Hon. Colclough, Commissioner. The Clerk: We have one additional item for agenda. Mr. J. Brigham: I so move. Mr. Beard: Second. Motion adopted unanimously. I A request to approve award for $35,000.00 to Jenkins Ford Tractor for one (1) 4x2 Backhoe/Loader for the Augusta Richmond County Recreation Department (Bid # 99-052), was read. A request to approve award for $91,000.00 to Jenk.illls Ford Tractor for two (2) 4x4 Backhoe/Loaders, one for the Augusta Richmond County Public Works Department - Roads & Bridges and one for Utilities DepaJiment - Construction Division (Bid # 99-051), was read. A request to approve award for $172,557.00 to Altee Industries for three (3) 40 foot bucket trucks, one for the Augusta Richmond County Public Works Department - Traffic Engineering Division and two for the Facilities Maintenance Division - Electrical Section (Bid # 99-050), was read. Mr. 1. Brigham: I so move. Mr. Beard: Second. Motion adopted unanimously. I A request to approve engagement letter with Patton Boggs LLP in an amount not to exceed $10,000 plus expenses to help secure a national cemetery for Augusta (To be funded by Mayor's Contingency), was read. Mr. Mayor: This will probably be in the neighborhood of $5,000 to $6,000. I Mr. Beard: I so move. Mr. 1. Brigham: Second. Motion adopted unanimously. A request to approve release of interest and execute Quit Claim Deed for release of real property parcel owned by Roger Greene regarding ad valorem tax fi fas, was read. Mr. Wall: I would recommend that you free up this one piece of property and let him move forward with the sale of it. Mr. 1. Brigham: I move to deny. Motion dies for lack of a second. Mr. Chairman: We'll just send it forward with no recommendation. At this time Mr. Harrison Sears made a presentation. to the Committee regarding the reassessment process. I Mr. Beard: I move we receive this as information. Mr. 1. Brigham: Second. Motion adopted unanimously. Mr. Oliver: Mr. McDill has executed on behalf of the Aviation Commission a letter with Cherry, Bekaert & Holland. Because they anticipate doing some form of a revenue offering, it is necessary to have financial statements that are separate and stand alone for the purpose of that offering. The cost is $10,000 as priced by Cherry, Bekaert & Holland for doing these additional procedures for them a~d it will be paid for out of airport funds. Mr. 1. Brigham: Can the Airport Authority delegate to Al McDill to sign contracts for them? Mr. Wall: We are in the process of researching that issue. They adopted as a policy apparently shortly after Mr. McDill was hired to authorize him to execute any contracts that were within the authority of the Aviation Commission and that came out in the last Aviation Commission meeting when some members questioned that.
