Brigham, members; Jim Wall, Attorney; Randy Oliver, Administrator; Lon Morrey, Comptroller; David Collins and Hope Goodwin, Finance Department; Harrison Sears, Tax Assessor; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hon. Bob Young, Mayor. Also Present: Sylvia Cooper of The Augusta Chronicle, Stacey Eidson of The Metropolitan Spirit and Hon. Richard Colclough, Commissioner. A request for refund of 1997 taxes in the amount of $129.30 to David Hamby for overpayment of taxes on Map 139, Parcel 270, was read. A request for refund of 1996 taxes in the amount of $294.32 to Richard R. Barbee for overpayment of taxes on Account No. 24703, was read. A request for refund of 1997 taxes in the amount of $465.45 to NTFC Capital Corporation for overpayment of taxes on Account No. 2060390, was read. I Mr. Beard: I so move. Mr. 1. Brigham: Second. Motion adopted unani1ll0usly. The Committee next discussed the need to perform actuarial valuations for pension plans for 1998. Mr. Oliver: Actuarial valuations are not required every year and we need to decide if we want to have those done. After a short discussion, Mr. 1. Brigham: I move that we do the valuations. Mr. H. Brigham: Second the motion. Motion adopted with Mr. Beard voting "No". The Committee next heard a review of the December 31, 1998 draft financial statements. I At the close of the presentation, Mr. 1. Brigham: I move we receive this as information. Mr. Beard: Second. Motion adopted unanimously. The Committee next reviewed the General Fund Contingency and Reserves. Mr. Oliver: We budgeted $950,000 for contingency and at this time we have used $517,702 of that for about 54% of the total amount. About $130,000 of that amount was for things that the State passed on to us, and then we have the $300,000 which is the revenue lost from the proposed increase in building permit fees. If you wish to reconsider that, we can bring that back to the next Commission meeting. Mr. Chairman: I think it is the consensus that you can put that on the next Commission agenda. After a short discussion, Mr. H. Brighatr.: I mcve we receive this as information. Mr. 1. Brigham: Second. Mr. Chairman: Would you notify the Builders' Association about that being on the agenda? Mr. Oliver: We can do that. And we'll pass this through Public Services also. Motion adopted unanimously. The Committee next considered the 20GO Budget Schedule. Mr. Oliver: We have a schedule for the budget here and we will give you some time to look it over and make any changes you feel are necessary. Mr. Chairman: Let's just place this on the agenda for the next Finance meeting for discussion. A request for lC'efund of 1996 and 1997 taxes in the amount of $258.60 to Ronald Fairburn for overpayment oftaxes on Map 104, Parcel 2.01, was read. Mr. Sears: This is the same item that was approved at the Commission meeting. Mr. Chairman: We'll just delete that from the agenda in that case. A request for refund of 1997 taxes in the amount of $160.66 to Village West Home Style Laundry for overpayment of taxes on Account No. 1205782, was read. Mr. 1. Brigham: I so move. I NWM I I l\Ilr.
