Brigham, member; Jim Wall, Attorney; Randy Oliver, Administrator; Harry Siddall, Fleet Manager; Harrison Sears, Tax Assessor; Lon Morrey, Comptroller; Judge Isaac Jolles, Probate Court; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hon. Bob Young, Mayor and Beard, member. Also Present: Sylvia Cooper of The Augusta Chronicle and Stacey Eidson of The Metropolitan Spirit. The Committee first heard a presentation by Rev. Larry Fryer regarding the proposed renovations to the New Hope Community Center, Inc. Rev. Fryer: The money that will be coming to us may not be enough to take care of all our needs regarding the renovations. I Mr. Oliver: We are working on resolving the HUD audit and their office in Atlanta has indicated to us that any financial repayment we make to HUD could be used to fund Hun eligible projects. We are working on the mechanics of this now with them and we arl:: proposing to fund this out ofHUD. I would anticipate that by the next Committee meeting we would have their verbal approval to do this and we'll bring that forward. Mr. J. Brigham: I move we receive this as information. Mr. H. Brigham: Second. Motion adopted unani:nously. A request for refund of 1997 taxes in the amount of $173.45 to Michelle T. Gosneigh for overpayment of taxes on l\Iap 57-3, Parcel 109, was read. A .'equest for refund of 1996 and 1997 taxes in the amount of $258.60 to Craig S. Garner for overpayment of taxes on Map 97-4, Parcel 333.07, was read. A .'equest for refund of 1997 taxes in the amount of $129.30 to Phillip D' Ambrogi for overpayment of taxes on Map 33-1, Parcel 3, was read. I A I'equest for refund of 1997 taxes in the amount of $333.64 to Wilson M. Watkins for overpayment of taxes on Map 35-2, Parcel 79, was read. A request for refund of 1997 taxes in the amount of $129.30 to Alan George for overpayment of taxes on Map 181, Parcel 13.04, was read. A request for refund of 1996 and 1997 taxes in the amount of $899.72 to Five- O-Development for overpayment of taxes on Map 39, Parcel 138.02, was read. A request for refund of 1996 and 1997 taxes in the amount of $212.07 to Edwin Strickland for overpayment of taxes on Map 44-4, Parcel 47, was read. A request for refund of 1997 taxes in the amount of $795.04 to Nova Care, Inc. for overpayment of taxes on Account No. 1379925, was read. Mr. H. Brigham: I so move. Mr. 1. Brigham: Second. Motion adopted unanimously. Mr. Oliver: For your information we will be sending you a memo regarding House Bill 177. This bill says that if your assessed value goes up 3% due to reassessments that you must roll back the tax rate 3% to correspond to that so that you get the exact same amount of revenue as you did the year before. If you increase the millage above that, you have to go through an advertisement process. The net impact to us is that we will lose about a half a mi!lion dollars in revenue next year from that assuming that you go back to the roll back rate. There are also some technical problems with it. A request to approve $800.00 to be used in upgrading the office of Probate Judge of Richmond County, Georgia. The equipment and services to be funded from the General Contingency Fund, was read. Mr. Oliver: This is for a combination TV/VCR and a fax machine. Mr. H. Brigham: I so move. Mr. 1. Brigham: I'll second it. Motion adopted unanimously. A request to award tfl Bobby Jones Ford as the supplier of compact pickup trucks for all departments for the 1999 model year (Bid # 99-016), was read. A request to award to Bobby Jones Ford as the supplier of midsize automobiles for all departments for the 1999 model year (Bid # 99-017), was read. A request to award to Bobby Jones Ford as the supplier of passenger vans for all departments for the 1999 model year (Bid # 99-018), was read. I A request to award to Bobby Jones Ford as the supplier of full-size pickup trucks for' all departments for the 1999 model year (Bid # 99-019), was read. Mr. H. Brigham: I so move. Mr. 1. Brigham: Second. Motion adopted unanimously. A request to approve an allocation of $10,000 for the Red Carpet Tour, was read. Mr. J. Brigham: I think we just need to make a budget adjustment with a line item out of the Mayor's Contingency Fund and I'll make a motion to that effect. Mr. Chairman: I'll second the motion for discussion. Mr. Shea: This will help with funding to host a dinner on Thursday evening for about 250 people and the budget for this is about $40,000. I Mr. Oliver: I believe in the past this was taken from the Mayor's Contingency but it wasn't a line item from anywhere else. Mr. Chairman: How much is left in Cvmmission Other? Mr. Morrey: I believe you have about $7,000 left. Motion fails with Mr. H. Brigham abstaining. ADJOURNMENT: There being no further business, the meeting was adjourned. Lena 1.
