Attorney; Harrison Sears, Tax Assessor; Lillian Katharine Blanos,
Augusta Clean & Beautiful Director; Lena Bonner, Clerk of
Commission; Nancy Morawski, Deputy Clerk of Commission.
ABSENT: Hons. Larry Sconyers, Mayor and Bridges, member.
Also Present: Sylvia Cooper of The Augusta Chronicle, Stacy
Eidson of The Metropolitan Spirit and Hon. Mays, Commissioner.
The Clerk: We have a request to add one item for a waiver
of taxes for the United Way properties.
Mr. Beard: I move we add this to the agenda.
Mr. Handy: Second.
Motion adopted unanimously.
The Committee first considered an option from Abe Schneider
and Anne T. Schneider to acquire property identified as Tax Map
37-3, Parcel 110 (Augusta Commons project) for $180,000.00 plus
waiver of 1997 property taxes.
Mr. Wall: We recommend approval of this.
Mr. Handy: I so move.
Mr. Beard: Second.
Motion adopted unanimously.
A request to approve the refund of monies paid for property
on Horseshoe Road, plus interest and other expenses, at Sheriff's
auction for delinquent taxes, was read.
Mr. Wall: This property was sold at a tax sale. A man
bought the property; however, when he began clearing the site, it
was discovered that this property belonged to the adjacent
property owner. It apparently was entered into the computer as a
separate piece when, in fact, it was never separated from the
original parcel. That has been corrected this year but we're
recommending that his purchase price of $1,000 be refunded plus
interest plus the '94 and '95 property taxes. It would be a
total of $1,449.20.

A request to approve refund of overpaYment in the amount of
$812 for business tax certificate by JBM Retail Company for
period October, 1995 to September, 1996, was read.
Mr. Wall: There was an error made on this and the refund is
in order.
Mr. Handy: I so move.
Mr. Beard: Second.
Motion adopted unanimously.
A refund of prior year taxes: 1996 $44.15 in taxes paid in
error for boat stolen in 1995, was read.
A refund of prior year taxes: 1995 $54.38 and 1996 $68.29
for a total of $122.67 - taxes paid in error for boat sold 2/94,
was read.
A refund of prior year taxes: 1995 $41.74 and 1996 $40.21
for a total of $81.95 - taxes paid in error for boat sold 4/94, I
was read.
A refund of prior year taxes: 1995 $8,401.78 for
overpaYment of taxes on account 2031385, was read.
A refund of prior year taxes: 1994 - $82.74; 1995 - $65.32;
1996 - $65.32 for a total of $246.06 - overpayment of taxes on
Map 31-2, Parcel 70, was read.
A refund of prior year taxes: 1994 - $75.13; 1995 - $65.32;
1996 - $65.32 for a total of $205.77 for overpayment of taxes due
to incorrect square footage. Map 13-4, Parcel 56, was read.
Mr. Oliver: I would suggest you approve these with the
condition that they have documentation regarding the boat issue.
Mr. Handy: I so move with that stipulation.
Mr. Beard: Second.
Mr. Chairman: What about the status of the nursing home as
a non-profit?
Mr. Handy: I'd like to have some more information about
that.
Mr. Wall: I'm not familiar with this one. Some of the
properties are not tax exempt and some of them are.

Mr. Chairman: We'll approve these subject to the
information being in the book next week.
Motion adopted unanimously.
A request to approve $2,500.00 for installation and $250.00
per month for fiber optic cable to Bush Field, was read.
Mr. Handy: I so move.
Mr. Beard: Second.
Motion adopted unanimously.
A request to approve waiving 1997 ad valorem taxes in the
amount of $1,607.56 for the Augusta Boxing Club, was read.
Mr. Handy: I so move.
Mr. Beard: Second.
Motion adopted unanimously.
A request to approve declaring property on 5th Street shown
on the attached sketch as surplus and authorizing sale of same,
was read.
Mr. Wall: There is a prospective buyer for this. If you
authorize a sale for this, we'll get an appraisal done.
Mr. Chairman: Let's authorize an appraisal.
Mr. Wall: They are going ahead with doing a Phase I
environmental; I don't know whether they will get over on this
portion or not.
Mr. Handy: I move it be approved and that we authorize an
appraisal and authorize the prospective buyer to do a Phase I
environmental.
Mr. Beard: Second.
Motion adopted unanimously.
The Committee next considered a request for Amendment 73
funding for 100 Black Men of Augusta, Inc. and the Augusta Youth
Center, Inc.
Mr. Oliver: We believe the request from 100 Black Men is
appropriate but it would be subject to the $7,500 limit
previously imposed by the Commission. We don't believe the other
organization is eligible for the funding.
Mr. Beard: I move that we approve the funding in the amount
of $7,500 for both of these organizations.
Mr. Handy: I'll second it but I have some discussion. I
think that the Youth Center meets some of the criteria but not
all of the criteria.
After a short discussion, the motion was adopted unanimously
for the request from the 100 Black Men of Augusta, Inc.
Mr. Handy: I move that we send the request from the Augusta
Youth Center to the full Commission with no recommendation.
Mr. Beard: Second.
Motion adopted unanimously.
Mr. Oliver: We have some other requests for Amendment 73
funding from various organizations and if it is all right with
the Committee, we'll bring those items to the full Commission on
Tuesday for consideration.
A request for a waiver of 1997 ad valorem taxes on
properties owned by the United Way of CSRA, was read.
Mr. Handy: I move it be approved with the exception of the
two properties that are not eligible.
Mr. Oliver: Those two properties have already been removed.
Mr. Beard: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting
was adjourned.
