CALLED MEETING COMMISSION CHAMBER
May 31, 2022
Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, May 31, 2022,
the Honorable B. Williams, Mayor Pro Tem, presiding.
PRESENT: Hons. Johnson, Garrett, Frantom, Scott, D. Williams, Hasan and Clarke,
members of Augusta Richmond County Commission.
ABSENT: Hons. Hardie Davis, Jr., Mayor; McKnight and Mason, members of Augusta
Richmond County Commission.
Mr. B. Williams: Okay, let’s go ahead and call it to order. Ms. Bonner, is there anything
you need to do?
The Clerk: No, sir, we just need to hear from our attorney.
Mr. B. Williams: Mr. Attorney.

Mr. Brown: Good morning, Mayor Pro Tem, Commissioners. We request a motion
to go into executive session for the discussion of personnel, potential and pending litigation
and real estate.
Mr. Garrett: So moved.
Mr. Hasan: Second.
Mr. Johnson: Second.
Mr. B. Williams: We have a motion and a second.
The Clerk: Yes, sir, we’re ready to vote.
Mr. B. Williams: Ready to vote.
Mr. Mason and Mr. Frantom out.
Motion carries 7-0.

Mr. B. Williams: We’re going to Attorney Brown.

2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: Thank you, Mayor Pro Tem, Commissioners. We would request a
motion to execute the closed meeting affidavit.
Mr. Garrett: So moved.
Ms. Scott: Second.
Mr. Hasan: Second.
Mr. B. Williams: Got a motion and second, Ms. Bonner.
The Clerk: Mr. Garrett and Ms. Scott.
Mr. B. Williams: I think that was Hasan. That was Commissioner Hasan. We’ll make him
number three, Ms. Bonner.
The Clerk: We’re voting, sir?
Mr. B. Williams: Yes, ma’am.
Motion carries 8-0.
Mr. B. Williams: All right, anything else before I go to the Attorney?
The Clerk: No, sir, I’m good.
Mr. B. Williams: Mr. Attorney.
Mr. Brown: Thank you, sir. We request a motion to approve a settlement
agreement/release of claims between Augusta, Georgia and Lois Archie.
Mr. Hasan: So move.
Mr. D. Williams: Second.
The Clerk: We’re voting?
Mr. B. Williams: Yes, ma’am.
Motion carries 8-0.
Mr. Brown: Mayor Pro Tem, if we could revisit that motion.

Mr. B. Williams: Okay.
The Clerk: We need a motion for reconsideration.
Mr. Frantom: Motion for reconsideration.
Mr. Hasan: Second.
Mr. B. Williams: We’ve got a motion and a second, Ms. Bonner.
The Clerk: Yes, sir, are we voting?
Mr. B. Williams: Yes, ma’am.
Motion carries 8-0.
Mr. Brown: Yes, more specifically, Mayor Pro Tem, we request a motion to approve
a settlement agreement and release of claims between Augusta, Georgia and Lois Archie
wherein Ms. Lois Archie’s salary will be $82,276.29 and she shall receive back pay in the
amount of $12,960.19.
Mr. Hasan: So move.
Mr. D. Williams: Second.
Mr. B. Williams: We have a motion and a second. Ready to vote.
Motion carries 8-0.

Mr. Brown: We request a motion to approve a lease of 1001 4 Street, Augusta,
Georgia, Parcel No. 060-1-036-00-0 between Augusta, Georgia and C.P. Crasher
LLC/Pamela Satterfield.
Mr. Hasan: So move.
Ms. Scott: Second.
Mr. B. Williams: Got a motion and a second, Ms. Bonner.
The Clerk: Yes, sir.
Mr. B. Williams: Voting.
Motion carries 8-0.

Mr. Brown: We request a motion to transfer 3140 Augusta Tech Drive, Augusta,
Georgia, Parcel No. 096-0-041-00-0 to Augusta Technical College for the sum of $1.00 and
authorize the Mayor and the Clerk to execute the closing documents under the direction of
Augusta Law Department.
Ms. Scott: So move.
Mr. Hasan: Second.
Mr. B. Williams: Voting.
Motion carries 8-0.
Mr. Brown: Motion to approve the master lease agreement between Augusta,
Georgia and the State Properties Commission for the property located at and commonly
known as 520 Fenwick Street, Augusta, Georgia.
Mr. Hasan: So move.
Ms. Scott: Second.
Motion carries 8-0.
Mr. B. Williams: Is there anything else?
Mr. Brown: No, Mayor Pro Tem.
Mr. B. Williams: Anything, Ms. Bonner?
The Clerk: No, sir, we’re good.
Mr. B. Williams: All right.
