CALLED MEETING COMMISSION CHAMBER
March 30, 2022
Augusta Richmond County Commission convened at 12:30 p.m., Wednesday, March 30,
2022, the Honorable Bobby Williams, Mayor Pro Tem, presiding.
PRESENT: Hons. Johnson, Garrett, Mason, Frantom, Scott, McKnight, D. Williams,
Hasan and Clarke, members of Augusta Richmond County Commission.
ABSENT: Hon. Hardie Davis, Jr., Mayor.
Mr. B. Williams: All right, Mr. Attorney. Call to order.

Mr. Brown: Mayor Pro Tem, Commissioners, we request a motion to go into
executive session for the discussion of real estate, pending and potential litigation and
personnel.
Mr. Garrett: So move.
Ms. McKnight: Second.
Mr. Frantom and Mr. D. Williams out.
Motion carries 8-0.

Mr. B. Williams: All right, we’re going to call this back to order and I need to go to the
attorney down there, right, Ms. Bonner?
The Clerk: Yes, sir.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: Yes, sir, Mayor Pro Tem, Commissioners. We request a motion to
execute the closed meeting affidavit.
Mr. Garrett: So moved.
Mr. D. Williams: Second.

Motion carries 10-0.
Mr. Brown: Mayor Pro Tem.
Mr. B. Williams: Mr. Attorney, go ahead.
Mr. Brown: We request a motion to approve a Resolution authorizing the settlement
of all claims by Ashlyn Sullivan in the aggregate amount of $3,858.57 payable as follows: to
Ashlyn Sullivan and Kenneth Nugent PC as her attorney, further authorizing the
Administrator to disburse the amount of $3,858.57 waiving Augusta, Georgia Code and
ordinances in conflict for this instance only and for other purposes.
Mr. Hasan: So move.
Ms. Scott: Second.
Mr. B. Williams: Did we get a second?
The Clerk: Ms. Scott.
Mr. B. Williams: Yes, ma’am. Voting.
Motion carries 10-0.
Mr. B. Williams: Mr. Attorney.
Mr. Brown: Yes, sir, thank you. We request a motion to approve an annual salary
of $133,708.87 for Tederell Johnson as Tax Commissioner.
Mr. Hasan: So move.
Ms. Scott: Second.
Mr. B. Williams: Voting.
Motion carries 10-0.
Mr. B. Williams: Mr. Attorney.
Mr. Brown: Yes, we request a motion to accept the resignation of Tederell Johnson
from the position of Chief Deputy Tax Commissioner and authorize the payment of six
months’ severance pursuant to the SES program and PPPM of Augusta, Georgia.
Ms. Scott: So move.
Mr. D. Williams: Second.

Mr. B. Williams: Hang on a second, hang on a second, Mr. Hasan.
Mr. Hasan: Mr. Attorney?
Mr. Brown: Yes, sir.
Mr. Hasan: There was another thing there about the 350 so that needs to be a part of this
motion or that’s a separate matter?
Mr. Brown: No, that’s paid by operation of resignation.
Mr. Hasan: All right, thank you, sir.
Mr. Brown: Yes, sir, thank you.
Mr. B. Williams: All right, voting, Ms. Bonner.
Motion carries 10-0.
Mr. B. Williams: Mr. Attorney.
Mr. Brown: Yes, sir, thank you. We request a motion to appoint Dr. Hameed Malik
as the Director of Environmental Services Department effective May 1, 2022.
Ms. McKnight: So move.
Mr. Mason: Second.
Mr. B. Williams: Okay, voting, Ms. Bonner. Hang on a second. Hang on a second.
Problem?
Mr. Garrett: Yes, sir. Shouldn’t that be Interim Director?
Mr. Brown: If that is the intent of the Commission.
Mr. B. Williams: I don’t think it would make a difference. (inaudible)
Mr. Brown: I believe the time period would technically surpass the interim
characterization but whatever the will of the Commission.
Mr. Garrett: All right. I think it should be, if no one else has a concern then I guess moving
forward.
Mr. B. Williams: Voting, Ms. Bonner.

Mr. Brown: Yes, sir, one final motion. A motion to approve the lease agreement

between Augusta, Georgia and Marvista Entertainment for the property located at 1001 4
Street, Augusta, Georgia 30909, Parcel No. 060-1-036-00-0.
Mr. B. Williams: Motion from anyone?
Mr. Johnson: So moved.
Mr. Garrett: Second.
Mr. B. Williams: All right, question, Mr. Hasan?
Mr. Hasan: So we need to put the amount in there?
Mr. Brown: That is included in the lease.
Mr. Hasan: Okay.
Mr. B. Williams: Okay, voting, Ms. Bonner.
Motion carries 10-0.
Mr. B. Williams: Anything else, Mr. Attorney?
Mr. Brown: No, sir.
Mr. B. Williams: Anything, Ms. Administrator?
Ms. Douse: No.
Mr. B. Williams: We’re good? Ms. Bonner?
The Clerk: We’re good, sir.
Mr. B. Williams: We’re good?
The Clerk: Yes.
Mr. B. Williams: It’s 2:29 so we’re over time so we’re going right into the Commission
meeting when you get a breath.
