Allow for the installation of a Georgia Style Historical Marker, 30 inches high by 42 inches wide at 702 3rd St., Augusta, Georgia by Magnolia Cemetery. The marker is to recognize the burial place of seven confederate generals, poets, mayors, state legislators, war heroes, authors, educators, etc. The marker and materials will be purchased by the Reverend Pierre Robert Chapter for the National Society of Colonial Dames XVII Century. 2. Approve the amount of $22,000 for the purchase of 10.2 wetland mitigation credits required by the US Army Corps of Engineers (US ACE) for the construction of the Jamestown Sanitary Sewer Extension Project. 3. Approve funding in the amount of $62,673 for the adjustment of manholes and water valves on Peach Orchard Road between Tobacco Road and Gordon Hwy. in conjunction with the GADOT resurfacing project. 4. Ratify funding in the amount of $175,000.00 for the emergency construction of a new 6" ductile-iron water main along Mary Ave. and Ona Dr. in Lakemont Subdivision. 5. Consider request from the Downtown Development Authority regarding the release of$IO,OOO of Phase IV SPLOST funds for the removal of the remaining utility wires and poles from Springfield Park. 6. Approve execution of deed restrictions for Allen Homes incident to environmental clean up. (Referred from June 17 Comnlission meeting) 7. Recommendation from the Attorney regarding Ms. Tina Hattaway, Spring Hill Terrace concerns regarding the concrete parking pad construction on the city's right-of-way. (Deferred from June 17 Engineering Services) 8. Discussion of the fountain at the 8th Street Bulkhead. (Requested by Commissioner Cheek) (Deferred from June 17 Engineering Services) 9. Bob Young, Mayor. Also Present: Heidi Williams of The Augusta Chronicle, Stacey Eidson of The Metropolitan Spirit and Hons. Shepard, Williams and Bridges, Commissioners. Ms. Flournoy: The attorney is asking that Item 6 be deleted due to the documents not being fully prepared. Mr. Shepard: On Item 7, why don't you send it to the full Commission with no recommendation and I'll get with Jim and go out there and look at it. 7. Recommendation from the Attorney regarding Ms. Tina Hattaway, Spring Hill Terrace concerns regarding the concrete parking pad construction on the city's right-of-way. (Deferred from June 17 Engineering Services) I Mr. Boyles: I move that we forward this without recommendation. Mr. Mays: Second. Motion adopted unanimously. (Reqnested hy Commissioner Cheek) Ms. Smith: The erosion problem that was addressed by Hephzibah is only part of the work that has to be done out there with respect to protecting the integrity of the road and the shoulder. My recommendation is that we not do anything until the geotechnical tests that need to be done out there have been completed and we have an assessment at that point of what additional work, if any, needs to be done. It will be about three months before that work is fully completed. I Mr. Bridges: Could we asphalt that area where the road was cracked? Ms. Smith: We could put a thin overlay out there. Mr. Bridges: I think that would be helpful. Mr. Colclough: I move we receive this as information. Mr. Boyles: Second. Motion adopted unanimously. 8. Discussion of the fountain at the 8th Street Bulkhead. (Requested by Commissioner Cheek) (Deferred from June 17 Engineering Services) Mr. Goins: We were asked to check and see the potential of a free-flowing fountain. We contacted EPD and they have indicated that we need a permit because we'll be using chlorinated water. We also looked at the cost and with two pumps running it I would cost about $500 a day. 2 I Mr. Kolb: We won't be able to get it done by July 4. Ms. Smith: It would be at least about 30 days at a cost of $50,000. Mr. Kolb: If you wanted to delegate it to me, perhaps we could. . . Mr. Chairman: We could get a letter typed up and get it signed with the six of us here. Mr. Kolb: We wouldn't have to run it continuously; we could set the hours when the pump would be operational. Mr. Colclough: I move that we prepare the letter for our signatures to have the fountain made operational in thirty days at a cost of no more than $50,000. Mr. Boyles: Second. Motion adopted unanimously. 9. Report from Public Works Department regarding signalization on Tobacco Road. (Deferred from June 17 Engineering Services) I Ms. Smith: Two of the areas we were aware of were Fairington and Crest. The analysis of Fairington has been performed and it was determined that a signal was warranted and we anticipate having that signal installed by the end of the year. We would be interested in doing another analysis after the changes that DOT made and follow up to determine if a signal is still warranted. We could probably have that by October. After further discussion, Mr. Boyles: I move we receive this as information. Mr. Colclough: I'll second it. Motion adopted unanimously. 11. Discussion ofthe sidewalk on Richmond Hill Road. (Requested by Commissioner Cheek) I Ms. Smith: We have looked at that and the primary issue there was drainage. A small retaining wall may have to be put in and some curb and gutter to address some level of control as far as the drainage is concerned. I don't have a modified cost estimate that incorporates those things in it, but we hope to get some of the work done with county forces and possibly start late in the third quarter or early in the fourth quarter. We'll have to come back to get it approved and the funds allocated. Mr. Chairman: Could we get a status report back in thirty days? 3 Ms. Smith: Yes. I Mr. Colclough: I move we receive this as information. Mr. Mays: Second. Motion adopted unanimously. 12. Discuss red light at West Wheeler Parkway and Wheeler Road. (Requested by Commissioner Shepard) Mr. Shepard made a short presentation submitting a request from Dr. Gary Billingsley regarding his request for the installation of a traffic light at West Wheeler Parkway and Wheeler Road. Mr. Kolb: We have looked into that and the light will be installed. After a discussion, Mr. Colclough: I move that we receive it as information. Mr. Boyles: Second. Mr. Chairman: Can we get a report back in sixty days or so to Mr. Shepard on the I progress? Ms. Smith: Yes, sir. Motion adopted unanimously. 13. Discuss street lighting of intersection of Jimmie Dyess Parkway at Belair Road. (Requested by Commissioner Shepard) Mr. Shepard: The residents of Belair Hills Estates are concerned about some sort of intersection lighting at Dyess Parkway and Belair Road. I would hope that we could find the funding to place some lighting at this location. Ms. Smith: We will be bringing forward an agenda item in July regarding some lighting for Jimmy Dyess and some other locations. Mr. Mays: I move that we receive this as information and that we look forward to having further information next month. Mr. Colclough: Second. Motion adopted lln~nimously. I 4 I Mr. Williams noted that the retention pond behind Bi Lo on Gordon Highway at Tubman Home Road did not collect any water during the recent rains. He asked if someone could check into it and see why it was not filling. Mr. Chairman: There was also a complaint about the retention pond near Toys R'Us not being maintained. We're working toward getting a maintenance schedule for our ponds. Mr. Kolb: I believe that these may be private so we'll have to get License & Inspections to look at those. Mr. Chairman: Let's try to begin some dialogue on a process improvement plan for compliance with maintenance requirements for retention ponds and drainage ditches and perhaps get something back by the end of July. I would also like to see us collect some data on the amount of rainfall we receive. We used to have rain gauges at all the fire stations and daily readings were taken, but I don't think they are doing that now. And at the next committee meeting I would like to get a report on water and sewer infrastructure improvements on major co=ercial arteries such as Windsor Spring, Tobacco Road and others in the city that are not completely watered and sewered like they should be.
