COMMITIEE ROOM - October 25, 1999

PRESENT: Hons, Bob Young, Mayor; Handy, Vice-Chairman; Bridges and
Colclough, members; Jim Wall, Attorney; Randy Oliver, Administrator; Drew Goins,
Asst. Director ofP.W. - Engineering Division; Max Hicks, Utilities Dept. Director;
Teresa Smith, Pre-Construction Engineer; Dexter White, Solid Waste Manager; Lena
Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission,
ABSENT: Hon, Powell, Chairman.
Also Present: Sylvia Cooper of The Augusta Chronicle, Stacey Eidson of The
Metropolitan Spirit and Hons. J. Brigham, H. Brigham and Shepard, Commissioners,
Mr. Jackie R. Hayes appeared before the Committee regarding the dust
problem on Scott Street. He requested help from the Committee to pave the portion of
Scott Street in front of his home.
Mr. Shepard reported that he had visited the site in front of Mr. Hayes' home to
assess the situation. He stated that there is a need to resolve the situation but that he was
mindful of needs similar to those ofMr. Hayes in other parts of the County,

Mr. Goins: There is money left primarily from funds not used for roads that were
designated for paving as part of the priority list. In certain cases, the property owners
have not donated the right-of-way as was required and that results in money being left
over. The Committee may need to at some point in time declare that money surplus and
put it back into the paving program.
Mr. Oliver: I think that Drew will be bringing that list of roads back in the near
future, There are some roads in Belair Hills that are unopened and also have not been
deeded to us. There are other roads that are unopened and have been deeded to us, Mr,
Hayes' road has been deeded and we also have the right-of-way.
Mr, Bridges: I receive calls regularly from people who live on dirt roads who
wish to be taken into the system. We have established standards for paving our dirt roads
within the system, and I would recommend that we do apply the funds for those streets
whose property owners will not give the right-of-way and move that money on down the
list. I think we should put that money to good use.
After further discussion, Mr. Bridges: I move that we receive this as information.

Mr, Shepard: We had talked previously about allowing property o'o'mers to
contribute to the cost of paving the streets and assessing other lots in the area. If we
could have some way of recapturing this cost where we could justifY bringing it out of the
priority order, that would be my suggestion to get streets higher on the priority paving list
if there is a demand, The only way I know would be to have that ordinance to allow us to I
assess the undeveloped lots so that we would have a fund to get down to Mr. Hayes' lot.
Mr. Goins: There are a total of eight lots including Mr, Hayes' developed lot.
Mr. Shepard: Maybe we could get some type of formula whereby the street
would be moved forward and the other lots assessed,
Mr. Bridges: I agree with Steve, I would like to see some way for people to get
their street paved ahead of time. I get many calls about this type of thing and I'd like to
see a one-third, one-third, one-third or something like that to give people an option rather
than waiting many years before a road is paved.
Mr. Shepard: This is where I believe the policy needs some refinement, I'd be
glad to work on that with Mr. Bridges to come up with a policy.
Motion adopted unanimously.
Mr. Oliver: I'll meet with Mr, Bridges and Mr, Shepard and we'll see if we can
bring a policy back within the next 30 days.
A request to authorize execution of the Augusta-Richmond County Regional
Flood Control Feasibility Study and Associated Capital Project Budget (CPB) in the
amount of $1,637,649. Account CPB# 323-04-299823999, was read.

Mr. Bridges: I make a motion that we approve.
Mr. Colclough: Second.
Mr. Bridges: Would there be any way to work the Rocky Creek project into the
recommendation to develop that area into a recreational corridor?
Mr. Goins: We could certainly look at that.
Mr. Oliver: We can look at that with the Corps,
Mr. Bridges: I'll include that as part of my motion to see if we can coordinate the
study with the recommendation of the Greater Augusta concerning the Rocky Creek area.
Motion adopted unanimously.
A request to authorize Public Works and Engineering Department to
prepare contract documents and advertise for Solid Waste Collection in Urban
service district and certain portions of the Suburban service district, was read.

At this time Mr. Goins made a presentation regarding the extension of solid waste
collection service into the area north of the Gordon Highway.
Mr. Bridges: I make a motion that we approve preparation of the documents and
the advertising to see if we want to do this,
Mr, Colclough: Second,
Mr, Mayor: Would it be possible to put this on a referendum ballot to let people
decide?
Mr, Bridges: I'll make that as part of the motion that we see if we can put a
referendum on the ballot.
Motion adopted unanimously,
A request to approve Change Order #3 in the amount of $38,408 to Chandler
Construction Services for work to be completed and materials supplied on the 60"
Raw Water Transmission Main, was read.
