CALLED MEETING COMMISSION CHAMBER
December 13, 2010
Augusta Richmond County Commission convened at 12:00 Noon, Monday, December
13, 2010, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Lockett, Smith, Mason, Grantham, Hatney, Johnson, Jackson, Bowles
and Brigham, members of Augusta Richmond County Commission.
ABSENT: Hon. Aitken, member of Augusta Richmond County Commission.
Mayor Copenhaver called the meeting to order.

Mr. Lockett: I move that we go into a legal meeting.
Mr. Smith: Second.
Mr. Grantham out.
Motion carries 8-0.
[LEGAL MEETING]
Mr. Mayor: Okay, if everybody’s ready, I’ll go ahead and call the meeting back to order.
Mr. MacKenzie.
Mr. MacKenzie: I would entertain a motion to execute the Closed Meeting
Affidavit.
Mr. Lockett: So move.
Mr. Mason: Second.
Mr. Mayor: We have a motion and a second.
Mr. Brigham: Would you restate the purpose for going into closed session for me?
Mr. MacKenzie: It was for real estate, personnel and pending and potential litigation.
Mr. Brigham: Okay, thank you.
Mr. Mayor: Okay, we have a motion and a second. Commissioners will now vote by the
usual sign of voting.
Mr. Bowles out.
Motion carries 8-0.
Mr. MacKenzie: We have a motion to add and approve a Resolution authorizing
the settlement of all claims by Phillip Wasson in exchange for a voluntary leave of absence
without pay, the opportunity to retire and obtaining a neutral reference; authorizing the
County Administrator to execute any necessary settlement paperwork; waiving Augusta,
Georgia Code of Ordinances Sections in conflict for this instance only; and for other
purposes.
Mr. Mayor: Can I get a motion on this?
Mr. Brigham: So move.
Mr. Grantham: Second.
Mr. Mayor: We have a motion and a second. If there’s no further discussion,
Commissioners will now vote by the usual sign of voting.
The Clerk: Mr. Hatney, are you voting?
Mr. Hatney: I’m not on that committee.
The Clerk: No, this is the Commission. Adding and approve the resolution for Mr.
Wasson. Legal.
The Clerk: That motion carries 7-1.
Mr. Mayor: Okay, with no further – Mr. MacKenzie, do you have anything else?
The Clerk: Okay, I’m going to have to record this vote. I had 7-1, who voted No?
Mr. Mason: I did.
The Clerk: Okay, that motion carries with Mr. Mason voting No. Mr. Aitken and
Bowles out.
Mr. Mayor: Mr. Brigham.
Mr. Brigham: Was that permission granted to add that to the agenda or not?
The Clerk: Yes, it was to add and approve.
Mr. Brigham: Well, I’m asking the question.
Mr. Mason: My answer is this. It’s added and I’m voting No.
Mr. Brigham: Okay, that’s what I wanted to know.
Mr. Mayor: Thank you for clarifying that, Mr. Mayor Pro Tem. With no further business
to come before the body, we stand adjourned.
