CALLED MEETING COMMISSION CHAMBER
February 12, 2009
Augusta Richmond County Commission convened at 3:00 p.m., Thursday, February 12,
2009, the Honorable Deke Copenhaver, Mayor, presiding.
PRESENT: Hons. Holland, Smith, Grantham, Hatney, Beard, Jackson, Bowles and
Brigham, members of Augusta Richmond County Commission.
ABSENT: Hons. Mason and Johnson, members of Augusta Richmond County
Commission.
1. Present/Discuss/Approve Special Local Option Sales Tax (SPLOST) Phase VI
Project List.
Mr. Grantham: I’m going to make a motion that we require the outside agencies
receiving funds or requesting funds to raise 25% and that we also include there be a
reverse of the funding in the event that the agencies are not able to meet the requirement
that would be set out in the standard contractual agreement. Agencies would be given 24
months to raise their money and they would have 24 months after the termination of the
collections to spend the money.
Mr. Smith: Second.
Ms. Beard abstains.
Motion carries 7-1.
Mr. Russell recommended a cap of $184,724 for the SPLOST project funds.
Mr. Jackson: I make a motion to accept staff’s recommendation for $184 million.
Ms. Beard: I’ll second that.
Mr. Brigham, Mr. Smith and Mr. Grantham vote No.
Mr. Holland abstains.
Motion fails 4-3-1.
Mr. Brigham: I make a motion that we take the $184 million list and get a scaled
down version to $181 million.
Mr. Grantham: Second.
Ms. Beard and Mr. Hatney vote No.
Motion carries 6-2.
ADJOURNMENT: There being no further business, the meeting was adjourned.
