Deke Copenhaver, Mayor; Smith, Brown, Grantham, Williams, Beard, Bowles and Brigham, members of Augusta Richmond County Commission. ABSENT: Hons. Holland, Hatney and Cheek, members of Augusta Richmond County Commission. The meeting was called to order by Mayor Copenhaver. 2. LEGAL MEETING: ? Pending and potential litigation ? Real estate ? Personnel Mr. Brown: I so move. Mr. Williams: Second. Motion carries 7-0. [LEGAL MEETING] At the close of the legal meeting, the meeting was called back to order by Mayor Copenhaver. 3. Approve Closed Meeting Affidavit. Mr. Grantham: So move. Ms. Beard: Second. Mr. Brown out. Motion carries 6-0. 1A. Approve MOU for Rail Depot Project and Grant. Mr. Shepard: At the end of the work session we had last week, it was understood that we had a rather short fuse on a state grant for the improvement of property known as the Depot property on Reynolds Street. We received this morning from the Department of Transportation for the Transportation Enhancement Grant Memorandums of Understanding. The state is offering to fund $450,000 of our request and the scope of work is all in the exterior. It would be the demolition of the asbestos roof, roof repair, placing a new standing shingle roof on the building, replacing the doors and windows, repair brick work, woodwork and facia board. They do not contemplate any interior work. The city of Augusta would be responsible for the architectural and engineering plans, a structural analysis of the existing structure and a Phase I environmental. There is no right of way necessary here, but we will use approximately two acres of the Depot property which is the footprint of this building. The cost of this to Augusta to get this money would be about 20% of the sum of the grant which would be $90,000 a and e. The matter has to be presented by Wednesday in order to qualify for this grant. Mr. Williams: I would like to know more about this before we actually approve it. Mr. Shepard: The only other alternative to approving this today would be a ratification letter because we will lose the grant later this week. Mr. Brigham: I believe this is coming through the DDA and they will be involved in it also. Mr. Grantham: Would there be any penalty against us within, say, the next six months if we should decide to sell the property? Mr. Shepard: The Depot is historically significant and I don’t see any forfeiture of the grant in the grant language. Mr. Grantham: Does it have to stay as a historical transportation depot under the grant? Mr. Shepard: I think it has to look like it. Mr. Mayor: I’d like to have some of these questions answered if we could get those and then have a letter to ratify it. We have had a number of inquiries about the property.
