CALLED MEETING COMMISSION-COUNCIL
CHAMBERS
June 25, 1996
PRESENT: Hons. Larry E. Sconyers, Mayor; Beard, H. Brigham, J. Brigham,
Kuhlke, Mays, Powell, Zetterberg, members of Augusta-
Richmond County Commission-Council.
ABSENT: Hons. Bridges, Handy and Todd, members of Augusta-
Richmond County Commission-Council.
Also present were Lena Bonner, Interim Clerk of Commission-
Council; James B. Wall, Interim Augusta-Richmond County Attorney; and Cathy
Pirtle, Certified Court Reporter.
MAYOR SCONYERS: Good afternoon, ladies and gentlemen. Welcome to the
Augusta-Richmond County Board of Commission-Council's Special Called Meeting.
We're going to have the Invocation by the Reverend Max Hicks, Pastor of the
First Primitive Baptist Church, and if you'll remain standing we'll have the
Pledge of Allegiance to the Flag.
THE INVOCATION WAS GIVEN BY THE REVEREND HICKS.
THE PLEDGE OF ALLEGIANCE WAS RECITED.
MAYOR SCONYERS: The first order of business, Ms. Bonner?
CLERK: Consolidation Project Manager, reference to personnel matters.
MR. CARSTARPHEN: I have a few items we'd like to update you on. One,
you have in front of you a final version of the organizational structure that
you approved recently. That is being distributed throughout the organization
and into the community for those who are interested.
Secondly, you also have in front of you a suggested selection process
and schedule for the Administrator position. It is a schedule that John
Etheridge and I developed, and it is -- it carries with it some target dates.
These may not be the final schedule, but they are indicative of what we think
it could take in terms of time to work through the reduction of applications
to a manageable number of finalists, the opportunity for interviews, reference
checks, and finally the selection process. And we share that with you at this
point in time just as a matter of information. The third item, also for
your information, Mayor Sconyers has asked that we begin to work on the
possibility of an informal working session that the Commission can use to
focus on the review of the committee system to continue the process that you
began several weeks ago. and we have two dates which we would like to review
with you as possibilities. We are working with the Civic Center Authority for
a meeting location in the Civic Center, in one of the meeting rooms, and the
dates of availability that we have at this point in time are the afternoon of
July 11th --we tried to avoid the week of July 4th, thinking that probably
that would be a tough week to get people together. So we're looking at -- and
this would be probably a two to three hour meeting -- the afternoon of July
11th or the morning of July 18th. We're also working with the Center for
Continuing Education at the University of Georgia to get Richard hopefully to
come down and help with that meeting. I guess the question here is, are
either of those dates unacceptable?
MR. POWELL: Mr. Chairman, on July the 11th the Chamber of Commerce is
having an appreciation dinner for Jimmy Lester, who is the Department of
Transportation Chairman of the Board, and I won't be able to attend on July
the 11th, the afternoon. And some of you also may be attending that.
MAYOR SCONYERS: Well, we'd better scratch the 11th then.
MR. CARSTARPHEN: The 11th is not good. The 18th? The 18th is the next
Thursday. And we're looking at a morning meeting on the 18th, probably
getting started maybe at 9:00 and being through by 12:00 -- being finished by
12:00. Is the 18th okay?
MR. MAYS: Bill, you've got a NACO -- you've got a trip ending up on the
--
MR. CARSTARPHEN: The NACO meeting, I believe, starts on the 12th.
MR. MAYS: And ending up on the --
MR. CARSTARPHEN: And it finishes up the next Tuesday or Wednesday. And
I assume everybody will be coming home Wednesday and be here Thursday, but --
MR. MAYS: Yeah, I think we're going to be flexible on that. I think we
have some ValuJet fears, and there was a contingent of us old fellows that was
thinking about driving out to Texas, but we might can modify that to be back
on time.
MR. CARSTARPHEN: Well, if any of you expect that your schedules will
interfere with that, let us know as quickly as you can, because the Civic
Center Authority has that date available and has it tentatively reserved for
us.
The final thing that I have, as you know, the Finance and Personnel
people have been working on a number of things that deal with personnel
matters that I think they would like to ask for a closed session to discuss
with you, not anticipating any decisions.
MAYOR SCONYERS: Do I hear a motion to the effect, gentlemen, we go into
executive session?
MR. POWELL: So move.
MR. KUHLKE: Second.
MAYOR SCONYERS: I have a motion by Mr. Powell, seconded by Mr. Kuhlke.
Discussion on that, gentlemen? All in favor of Mr. Powell's motion, let it
be known by raising your hand, please.
MOTION CARRIES 7-0.
COMMISSION RETIRES INTO EXECUTIVE SESSION, 2:26 - 4:02 P.M.
