CALLED MEETING COMMISSION-COUNCIL
CHAMBERS
February 8, 1996
Augusta-Richmond County Commission-Council convened at 3:00 P.M.,
Thursday, February 8, 1996, the Honorable Larry E. Sconyers, Mayor, presiding.
PRESENT: Hons. Beard, Bridges, H. Brigham, J. Brigham, Handy, Kuhlke,
Powell, Todd, and Zetterberg, members of Commission-Council.
ABSENT: Hon. Mays, member of Commission-Council.
Also present were Nancy Morawski, Deputy Clerk of Commission-Council;
James B. Wall, Interim County Attorney; and Cathy Pirtle, Certified Court
Reporter.
MAYOR SCONYERS: The Richmond County Board of Commissioners will please
come to order. Mr. Wall, would you do the invocation for us, please; and if
you will, remain standing for the Pledge of Allegiance.

THE PLEDGE OF ALLEGIANCE WAS RECITED.
MAYOR SCONYERS: Mr. Wall, do you want to address what we're doing
today, please, sir.
MR. WALL: Yes, sir. Mr. Mayor, at the retreat that was held I was
asked to do several things, one of which was to brief the Commission-Council
on pending legal matters and to do that within a time frame of roughly 30
days, and you were kind enough to call this meeting for that purpose. Several
things that re-quire action to secure approval for settlement authority have
come up in the meantime and I've put those off until this meeting could be
had. In addition, one of the things that you asked me to do was to begin the
process of consolidating the codes of the City and the County and the
ordinances of the City and the County.
What I have brought to you today is Title I, and if we can take just a
brief minute and talk about it before we go into executive session. If you'll
look at the first page in there, what I have done is broken it down into eight
titles, and that would be general government, which has the various chapters
that are listed there. Title II would be revenue and taxation.
Basically, Title II is going to be the business tax ordinance that y'all have
already approved and some general provisions related to the ad valorem
taxation, the fire tax, et cetera. Public Safety is the offense, the
ordinance violations, et cetera. Public Health you will see addressed there.
Title V being the utilities, water and sewer. Title XI being the business
tax ordinance, most of those are already in place. The City and County have
basically adopted a consolidated ordinance to deal with a lot of these issues.
Title VII is going to probably be the last one that I bring to you, which is
the license and inspection and those regulations. And I've met with Miller
Meyer and Christy Attaway, and that is going to be a good bit of work involved
in doing that, but we've started on that process. Title VIII, planning and
zoning; again, a lot of that was consolidated even before the government was
consolidated, and I will be bringing that to you.
Rather than bringing you everything at one time, what I have done is
brought to you Title I because I think that's the one that you are going to
have to direct me on more so than any other. Because how the government is
organized, how you want the court system to operate, what you want to do with
the airport authorities, how the administration -- Chapter 2 is probably the
most lengthy one, and how you want that set up is probably going to require
the most discussion among you for y'all to give me direction. And over the
next several days I will bring you other titles, but I wanted to give you this
title to begin the discus-sion. And I don't know how you want to address that
as far as called meetings to discuss that and how it's to be set up, et
cetera, but I bring that to you. The other part of it is to discuss the
pending legal issues, and I would ask that you entertain a motion to go into
executive session for discussing pending legal issues as well as to discuss a
couple of real estate matters that I would like to bring before you as well.
MAYOR SCONYERS: Do I have a motion we go into legal meeting?
MR. HANDY: So move.
MR. POWELL: Second.
