M., Tuesday, January 2, 1996, the Honorable Larry E. Sconyers, Mayor, presiding. Members of the Commission-Council present included Mayor Sconyers, Mr. Beard, Mr. Bridges, Mr. H. Brigham, Mr. J. Brigham, Mr. Handy, Mr. Kuhlke, Mr. Powell, Mr. Todd, and Mr. Zetterberg. Members absent included Mr. Mays. Also present were Lena Bonner, Clerk of Commission-Council; and Cathy T. Pirtle, Certified Court Reporter. MAYOR SCONYERS: Good afternoon, ladies and gentlemen. This is a real historic event because this is our first meeting of our combined Augusta- Richmond County Council. Welcome to all of y'all; thank y'all for being here. We have a revised agenda. We're going to take Item 1 through 6, and that will be our pre-meeting. That is to get the government put together so that we will have some working committees and some people in place who should be in place before we get started. Ms. Bonner, if you would -- MR. TODD: Mr. Mayor, point of information. How did we come about the revised agenda in that we are making appointments at 4:00 versus 6:00 p.m.? And wouldn't it not -- I don't guess we have any legal counsel up there. Wouldn't it not take a unanimous consent to revise the agenda? MAYOR SCONYERS: Mr. Todd, what we're going to do is make the appointments now and we'll ratify them at the six o'clock meeting. Ms. Bonner? CLERK: Item 1 is an appointment of the Interim Augusta- Richmond County Attorney. MR. TODD: Mr. Chairman, I move that we table it until the six o'clock meeting. MR. BEARD: I second that, because I don't have a revised agenda. CLERK: It's in front of you. MAYOR SCONYERS: It's right in front of you. MR. BEARD: Well, how am I supposed to know that? This is a complete turn with me. I'll second that motion. MAYOR SCONYERS: So what do you want to do, gentlemen? Y'all just want to spend the afternoon around here killing time waiting until six o'clock and come back and do the same thing at six o'clock? MR. TODD: Mr. Chairman, point of information or order, there is a motion on the floor. Are we opening up for discussion? Have the Chair recognized the motion? MAYOR SCONYERS: Do we have a second to the motion? CLERK: Yes. Mr. Beard. MAYOR SCONYERS: Mr. Beard seconded the motion. We have a motion and a second on the floor, it's open for discussion now. MR. BEARD: Mr. Chairman, the only reason I'm doing this is because, you know, I thought this -- I was coming to committee meetings and I was prepared to come to committee meetings, and I think that if we were going to have a revised agenda, then I think I should have been notified of this before I walked in the door. And I'm carrying one agenda that was sent to me, and I walk in here and I've got another one on the table here, and that's just kind of confusing to me and has caught me off guard. It's not that I want to disrupt the meeting or anything but, you know, for something like this I just have to question it. MAYOR SCONYERS: Okay. We're going to have a committee meeting this afternoon and we have no committees, how are you going to have a committee meeting? If you look down at the bottom, we were going to appoint the Standing Committees. That was item number six. MR. BEARD: Okay. MAYOR SCONYERS: Anybody else? MR. J. BRIGHAM: Call for the question. MAYOR SCONYERS: All in favor, let it be known by raising your right hand. Mr. Handy, how are you voting? MR. HANDY: What are we voting for, Mr. Mayor, to postpone it until -- MAYOR SCONYERS: Postpone everything till six o'clock, and I don't guess we'll have a meeting till six o'clock. MR. HANDY: Say that again, I didn't understand. MAYOR SCONYERS: Okay. To postpone everything until six o'clock. MR. HANDY: That's what we're going to do? I mean, that's what the motion on the floor now? MAYOR SCONYERS: Yes, sir. MR. HANDY: Right. Okay. I'll go along with it then if that's what the motion on the floor. MAYOR SCONYERS: Does that give us seven then? CLERK: It gave you six. That's what you need. MAYOR SCONYERS: I thought we had to have seven; don't we? Excuse me, you're right, six. I'm thinking about a quorum. CLERK: Six. MAYOR SCONYERS: Okay.
