PRESENT: Hons. Hankerson, Chairman; Grantham, Co-Chairman; Mays,
member; Steve Shepard, Attorney; Fred Russell, Deputy Administrator; Warren Smith,
HND Director; Lena Bonner, Clerk of Commission.
ABSENT: Hons. Bob Young, Mayor and Cheek, member.
Also Present: Hons. Beard and Colclough, Commissioners.
The Clerk: We have a request for an addendum item.
It was the consensus of the committee that this item be added to the agenda.
2. Approve a salary of $85,000 for the Airport Director. (See background
information under Item 2 on Public Services)
Mr. Grantham: I make a motion to approve.
Mr. Chairman: I second.

Motion adopted unanimously.
Addendum Item 1. Approve 2004 Cost-of-Living Allowance (COLA) for part-time
employees of the Augusta Consolidated Government and the employees in
the Extension Services Department.
Mr. Russell: This would be a 3% just like the other employees got.
After a short discussion, Mr. Grantham: I'll make a motion we approve.
Mr. Mays: Second.
Motion adopted unanimously.
3. Discuss the development of a revitalization plan for the Meadow St. -
Douglas St. and Essie McIntyre Blvd. community. (Requested by
Commissioner Williams)
Mr. Williams stated that this is an area in very poor condition that desperately
needs some revitalization.

Mr. Russell: I would propose that we use a several-prong approach starting with
making contact with the community. We would like to use this as a model for use in

other areas, and we would involve the Marshal's Department, Fire Department, License
& Inspections and any other staff as needed.
Mr. Smith: We would also like to take a look at this and work with it in
conjunction with the revitalization efforts that are taking place in the Laney Walker area.

Mr. Mays: I move that we receive this as information.
Mr. Grantham: Second.
Motion adopted unanimously.

proposed plan for Gilbert Manor property. (Requested by Commissioner
Hankerson)
Dr. Ashe presented pictures and information regarding the proposed plan for the
Gilbert Manor property and the expansion of MCG.
After a discussion of the plan and questions from commissioners, Mr. Mays: I
make a motion that we receive this as information.
Motion adopted unanimously.
