PRESENT: Hons. Hankerson, Chairman; Grantham, Co-Chairman; Cheek and
Mays, members; George Kolb, Administrator; Teresa Smith, Public Works Director;
Errick Thompson, Asst. Director of Public Works; Brenda Byrd-Pelaez, Human
Resources Director; Lena Bonner, Clerk of Commission.
ABSENT: Hon. Bob Young, Mayor.
Also Present: Hon. Williams and Mays, Commissioners.
1. Update from Public Works regarding personnel vacancies. (Deferred from
Administrative Services Committee May 10, 2004)
Ms. Smith and Mr. Thompson gave an update on the vacancies in the Engineering
Division and the procedure that is followed for interviews of the candidates.
The Chairman expressed his concerns about the continual application of the
interview process. He requested an ongoing report of how many applicants had been
interviewed and the results of those interviews.

After additional discussion, Mr. Chairman: I would ask our members to think
about ideas of how we can fill some of these positions. I would also like a report on the
Code Enforcement Officer position and the Pre-Construction Engineer position.
Mr. Thompson: On the Code Enforcement Officer position we interviewed and
are at the point of making an offer, but the selected candidate is an internal candidate
which would create a internal hole and it is just a timing issue of when can we most
afford to take him from his current duties to transition him into the new position.
We hope to fill the Asst. Pre-Construction position at least by September.
Mr. Grantham: I make a motion we receive this as information.
Mr. Mays: Second.
Motion adopted unanimously.
2. Approve award of 2004 HOPW A funds to St. Stephens Ministry, Inc. in the
amount of $100,000 and Aiken Housing Authority in the amount of $35,000.

After a short discussion, Mr. Chairman: We had also discussed the process of
hiring a person part-time to coordinate these funds and that will come back to the
committee.
Mr. Mays: I move it be approved.

Motion adopted unanimously.
3. Approve an Ordinance providing for the demolition of certain unsafe and
uninhabitable properties in the Bethlehem Neighborhood: 1129, Camille
Street, 1548 Chestnut Street, 1617 Chestnut Street, 1125 Davis Street, 1415
Maple Street, 1428 Maple Street, 1724 Savannah Road (District 2, Super
District 9); and waive 2nd reading.
Mr. Mays: So move.
Mr. Grantham: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
