Beard, Chairman; Cheek and Hankerson, members; Jim Wall, Attorney; George Kolb, Administrator; Walter Hornsby, Deputy Administrator; Chief Al Gillespie, Fire Department; Robby Burns, Human Resources Department; Lena Bonner, Clerk of Commission. ABSENT: Hons. Bob Young and Kuhlke, Co-Chairman. Also Present: Heidi Williams of The Augusta Chronicle, Stacey Eidson of The Metropolitan Spirit, George Eskola ofWffiF Television, Shawn Norris of The Augusta Focus and Hons. Mays, Williams, Colclough, Boyles and Shepard, Commissioners. The Clerk: We have a request to add one item regarding the. creation of a Regional Port Authority. fvlr. Cheek: I move to add. Mr. Hankerson: Second. Motion adopted unanimously. I 1. Consider a request from Catholic Social Services regarding the restoration of funding in the amount of $35,000.00. (Requested by Commissioner Hankerson) Mr. Hankerson: I feel that it is appropriate to fund this for this year and I move for approval with the funds to come from UDAG. Mr. Cheek: Second. Motion adopted unanimously. 2. Motion to approve the transfer of the Fire Department Transition House to the Housing & Neighborhood Development Department for use as temporary housing. Mr. Cheek: I'm going to move to approve to get it on the floor for discussion. Mr. Hankerson: I'll second it. Chief Gillespie: This house is not presently being used. I After a short discussion about the present condition of the house and its suitability for a family's temporary use, Mr. Hankerson: I'd like to put it in the form of a substitute motion that we still provide this home as a temporary use for families that have been burned out and that the Fire Department would continue this project so we can hear the success story and the community would be happy and those people that donated pictures and so forth into it would see the end of it. I'd put that in the form of a motion. I Mr. Chairman: Is this going to be a joint effort wherein Housing & Neighborhood could use it or any other government entity could use it if it became necessary? Mr. Hankerson: That is possible, yes. I'll include that. Mr. Chairman: I'll second it for further discussion. Chief Gillespie: The Red Cross does this type of project throughout the country. We don't have the assets to complete this project and the volunteer service from the fIrefighters who participated in that is not an ongoing effort anymore. Mr. Cheek: Could we get an amendment to the motion to get a 12-month utility bill on this to see how much it is costing us versus the number of people we're putting through it? Mr. Kolb: I would ask that you delete this item and just refer it back and let it remain status quo. We can take a look at it and see what we can do to rejuvenate the program and issues related to it and we'll figure out what to do with it. We'll come back to you if necessary. I After further discussion, the motion was adopted unanimously. 3. Approve a three-year contract with The Standard Insurance Company to provide Life Insurance/Long Term Disability and AD&D benefits effective January 1, 2003. , Mr. Cheek: I move to approve. Mr. Hankerson: Second to get it on the floor. After a discussion of the contract, the motion was adopted unanimously. 4. Approve the early promotion to ten (10) percent above minimum range for Ms. Brenda Brown to the Augusta Regional Airport's Accounting Analyst/Accountant II position. Mr. Cheek: I move to approve. Mr. Chairman: I'll second it. I 2 I Mr. Hankerson: I have some concerns about this because it is a violation of employee policy because this person has not been employed for twelve months. Mr. Kolb: The policy allows the Commission to make exceptions to the rule and that's why we're here. Mr. Hankerson: What about the other people who interviewed for the position and what happens to the Clerk's position once this person moves up? Mr. Kolb: I don't think there is a prohibition for a person who has been here for less than twelve months to apply for another position. I don't know about the others who applied. Mr. Chairman: Why don't we bring this back to the next meeting when we can get some answers to these questions? Mr. Hankerson: 1'd like to put it in the form of a motion that we deny this request to approve this because of the policy restraints which make the employee ineligible and the promotion that this would result to $12,870 increase in salary. Motion dies for lack of a second. I !vIr. Chairman: 1'd like to see this come back at the next meeting and that we get some answers to our questions. It was the consensus of the Committee that this come back at the next meeting. Addendum Item 1. Consider the creation of a Regional Port Authority. Mr. Cheek: This is a request to the Commission to develop a resolution of support for the concept alone and to approach Aiken County and North Augusta and ask them to provide two volunteers and we'll get two people from our Port Authority who have already expressed an interest in this to look at the concept of developing a Regional Port Authority. This would give us the ability to have two states work with legislators, senators and congressmen to perhaps lobby for our interests if we are linked together in this and I ask for it to be moved forward to the Commission requesting a resolution of support to be sent to North Augusta and Aiken County to participate in this group of concept study. ,And that's in the form ofa motion.
