Bob Young, Mayor; Beard, Chairman; Kuhlke, Co-Chairman; Hankerson and Cheek, members; Jim Wall, Attorney; George Kolb, Administrator; Fred Russell, Deputy Administrator; Danny Craig, District Attorney; E. W. Reece, Tax Assessor; Lena Bonner, Clerk of Commission. Also Present: George Eskola ofWJBF Television, Stacey Eidson of The Metropolitan Spirit, Heidi Williams of The Augusta Chronicle, other members of the news media and Hons. Williams, Bridges and Shepard, Commissioner. 9. Presentation from U. S. Department of Housing & Urban Development regarding National Housing Week. At this time representatives from HUD and local organizations appeared before the Committee regarding the above presentation. 1. Consider approval of a request from the District Attorney regarding the reclassification of a position. I Mr. Craig: This would establish this investigator position as a permanent rather than a temporary position as I now have a person with a law degree in this position. Mr. Cheek: I move to approve contingent upon a funding source. Mr. Hankerson: Second. Motion adopted unanimously. 2. Approve retirement for John Bigelow under the 1977 Pension Plan. Mr. Cheek: I move to ~pprove. Mr. Kuhlke: Second. Motion adopted unanimously. 3. Upgrade Jeanette Spencer from Senior Property Appraiser IV, Salary Grade 47, to Senior Property Appraiser I, Salary Grade 50. I Mr. Reece: I'm trying to correct an error I made in October when we tried to get the 200 I budget. I should have requested then to put Ms. Spencer in the position she was already doing in the Grade 50. Mr. Cheek: I make a motion to approve. Mr. Kuhlke: 1'11 second Andy's motion to get it on the floor. I After a discussion, the motion was adopted unanimously. 4. Upgrade Records Clerk II, S/G 38 to Records Clerk II, S/G 40; upgrade Records Clerk I, S/G 39 to Records Clerk I, S/G 41; upgrade Accounting Clerk II, S/G 39 to Accounting Clerk II, S/G 40; upgrade Accounting Clerk I, S/G 40 to Accounting Clerk I, S/G 41. Mr. Reece: This is to correct some inequities that exist in my office with both positions and pay grades. Mr. Cheek: I move to defer this to the study when the results of the study are brought back. Mr. Kuhlke: Second. Motion adopted unanimously. 5. Rewrite, reclassify and realign positions in GIS mapping section to reflect changes in nature of job brought about by updated technology and computer assisted mass appraisal (CAMA) system. Mr. Cheek: Is this something our study is supposed to be addressing? I Ms. Pelaez: Yes, sir. Mr. Cheek: I move to defer this. Mr. Kuhlke: Second. Motion adopted unanimously. 6. Authorize the upgrade of the Assistant Solid Waste Manager from a Grade 49 to a Grade 52 and add the education requirement for a BAlBS degree. Also reclassify the Code Enforcement Officer I position (Grade 44) to a Code Enforcement Officer m position (Grade 42). Mr. Kuhlke: I move approval. Mr. Cheek: Second. Motion adopted unanimously. Authorize the Puhlic Works and Engineering Department to reclassify the Engineering Technician II position (Grade 44) and the Draftsman II position (Grade 40) to a Mapping & Drafting Supervisor (Grade 46) and a Draftsman I (Grade 41), respectively, in the County Engineer Section. Also allow the reclassification of an Engineering Signal Technician II (Grade 44) to a Draftsman I (Grade 41) in the Traffic Engineering Section. Mr. Kuhlke: I move approval. Mr. Cheek: Second. Motion adopted unanimously. 8. Discuss employees' pay plan. (Requested by Commissioner Boyles) I Mr. Boyles: We were previously asked to look at three items regarding the employees' salaries. They included the regular pay scale adjustments, the executive salaries and the specific reclassifications. I would like to see us today look at the pay scale. It has already been adopted for some public safety employees and adopting it would benefit the rest of the employees and place them on the same pay scale as those in public safety. Items number 2 and 3 for the executives and the specific reclassifications, respectively, would not be considered at this time. The Vinson Institute would look at that at a later time but this would treat the other employees equally as those in public safety positions have already been adjusted. My concern is in the interest of fairness to everyone. Mr. Hankerson: I'd like to put it in the form of a motion that we consider giving the rest of the employees the raise that was promised to them as of August 1 and then still work on the reclassification separately. Mr. Cheek: Second. Is that to consider it or do it? Mr. Hankerson: To do it. After further discussion, the motion was adopted with the Chairman voting "No".
