1. Consider reclassification of three positions in the Animal Control
Department. (Deferred from Administrative Services April 29, 2002)
Mr. Cheek: I make a motion that we include this as part of the salary position
study that is ongoing.
Mr. Beard: I'll second it.
Motion adopted with Mr. Hankerson voting "No".

Request approval to implement a concentrated code enforcement program
throughout the City of Augusta-Richmond County and the reprogramming
of $75,524.41 from CDBG Project No. 02100 (Code Enforcement Program)
to CDBG Project No. 02040 (Demolition Project). Both projects are
currently included in the approved CDBG portion of the Year 2002 Action
Plan.
Mr. Cheek: A motion to approve.
Mr. Kuhlke: Second.
Motion adopted unanimously.
3. Authorize hiring of a Design Engineer ill, salary grade 53, with the working
title of Project Manager, to monitor design and construction activities on the
proposed Judicial Center. (Referred by Engineering Services April 29, 2002)
Mr. Kuhlke: I'm going to move to get it on the floor.
Mr. Cheek: I'll second it.

After a short discussion regarding the advantages of bringing in a Project
Manager or construction management firm at this stage of the project, the motion was
adopted unanimously.
4. Discuss/approve amending the Rocky Creek Enterprise Zone. (Requested by
Commissioner Williams)
After a discussion of the rationale for extending the enterprise zone, Mr. Cheek:
A motion to approve.
Mr. Hankerson: Second.
Motion adopted unanimously.
5. Motion to authorize the filing of an application to HUn for a Neighborhood
Initiative Grant for pre-development services for on-going housing
initiatives. (Requested by the Mayor)
Mr. Cheek: A motion to approve.
Mr. Kuhlke: Second.
Motion adopted unanimously.
6.
Approve an Ordinance providing for the demolition of certain unsafe and
uninhabitable properties in the Bethlehem Neighborhood: 1440-1446
Wrightsboro Road (9 structures: Wrightsboro Road-2, Linden Street-I,
Roulette Lane-6), 15 David Street, 1407 Dunns Lane, 1437 Picquet Avenue,
1506 Twelfth Street, 1747 Old Savannah Road, and 1421 Roulette Lane,
(District 2, Super District 9), and waive 2nd reading. (Approved hy the
Augusta-Richmond County Historic Preservation Committee on May 2,
2002)

After a discussion, the motion was adopted lIn3nimously.
Mr. Chairman: We need to reconsider Item #2.
Mr. Cheek: A motion to reconsider.

Motion adopted unanimously.
Mr. Wall: The Land Bank Coordinator is actually a shared position which
is discussed, but it will be an attorney. We advertised that as a pay grade 56 which is the
same pay grade as Vanessa is paid and we need to get that corrected.
