Also Present: Rhonda Jones of The Augusta Focus, Heidi Williams of The
Augusta Chronicle, George Eskola ofWJBF Television, Stacey Eidson of The
Metropolitan Spirit and Hon. Mays, Bridges and Williams, Co=issioners.

Addendum Item 1. Report regarding cost estimates for beautification plans
for the Turpin Hill and Wilkerson Gardens areas. (Deferred from Administrative
Services October 29, 2001)
Mr. Beard: I move for approval.

1. Approve an Ordinance providing for the demolition of certain unsafe and
uninhabitable properties in the Bethlehem Neighhorhood: 1793 Martin
Luther King Boulevard, 1033 Brayton Street, 1102-1120 Columbus Lane
(District 2, Super District 9) and WAIVE 2ND READING.
Mr. Beard: I move for approval.
Mr. KuhIke: Second.
Motion adopted unanimously.

Approve the conveyance of fa~de easement to owner and cancel Security
Deed on property located at 921-927 Laney Walker Boulevard to facilitate
the purchase of property by ANIC for new office facility.
Mr. Kuhlke: Second.

3. Discuss implementation ofHND Code Enforcement Program. (Requested by
the Administrator)
Mr. Kolb: This program will focus on the Laney Walker neighborhood to
concentrate on the removal of dilapidated homes in this area. It will involve the use of
the Land Bank Authority and the Community Development Housing Corporations. We
will identify with Land Bank Authority those areas where there are a lot of deteriorated
homes, negotiate with the CD corporations that if we will clear the areas, they would turn
around and buy those properties from the Land Bank Authority. We would then create a
revolving fund where the money from the purchases would come back to the Land Bank
Authority, and they would be able to reinvest in the same program. We're asking for you
to approve $185,700 out ofCDBG funds today, and it is in the action plan for next year,
but we want to test it and make sure that it works appropriately for the next six months.
We would also utilize a new state law that assesses the cost of demolition against the
property and we would be able to collect it in a shorter period of time. We would hire
two Code Enforcement officers who would be assigned to License & Inspections and
work in the targeted areas of the program. We would also use another person to staff the
Land Bank Authority and we're recommending that one-half of that come out of the
Block Grant program and the other half would come out of the General Fund set aside for
hiring a County Attorney.

Mr. Beard: I have a little problem with the funding for the last part.
Mr. Kolb: There is a difficulty in hiring a general counsel for Augusta and my
proposal would be that an attorney take on the work involved with real estate matters and
land issues and that would be brought in-house.
Mr. Beard: I like the proposal but I'd like to see something different on the
funding source.
Mr. KuhIke: With the comments that have been made, I'd like to make a motion
that we defer any action on this until our next Administrative Services Committee
meeting and give us a chance to look it over and talk to Mr. Kolb about it and see what
sort of revisions we may want to make.
Mr. Beard: I second that.
