Brigham, Chairman; Kuhlke, Co- Chairman; Beard and Cheek, members; Jim Wall, Attorney; Randy Oliver, Administrator; Keven Mack, HND Director; Steve Smith, Marshal's Department; Meg Woodward, Tax Assessor's Office; Rosa White and John Kemp, HND Department; Larry Vinson, Sheriff's Department; John Etheridge, Human Resources Director; Lena Bonner, Clerk of Comission and Nancy Morawski, Deputy Clerk of Commission. Also Present: George Eskola ofWJBF Television, Stacey Eidson of The Metropolitan Spirit and Hons. Williams, Bridges, Colclough and J. Brigham, Commissioners. Mr. Oliver: You had requested from our last meeting that the Marshal and a Sheriff's Department representative be here regarding the towing policy for junk vehicles. Mr. Beard: I move that we add them. Mr. Cheek: I second that. Motion adopted unanimously. A request to delete one each Sr. Property Appraiser I, II, & III (3 positions total) and create the Senior Property Appraiser IV; delete one Property Appraiser II by 12/31/00; and upgrade Property Appraisers I and II (Current year lapsed salaries with a small savings in 2001 Budget), was read. Mr. Beard: I move for approval. Mr. Cheek: Second. Motion adopted unanimously. A request to approve reorganization of The Department of Housing & Neighborhood Development, with salary ranges as recommended by Tonya, Inc. (See attached Organization Chart.), was read. Mr. Oliver: We recommend the positions of Manager of Development, .the Senior Rehab Inspector and the addition of one Rehab Inspector. There will be new federal regulations regarding lead-based paint coming in September which will be affecting us regarding our inspectors who must be trained. After a discussion of the matter, Mr. Kuhlke: I'd like to make a motion that we approve the reorganization of this department. Mr. Cheek: Second. After further discussion, the motion failed with Mr. Beard voting "No" and the Chairman abstaining. I A request to approve Tier #2 Fa~ade Restoration Grant in the amount of $15,000 for Michael Harrison, 937 Ellis Street, was read. Mr. Cheek: I move to approve. Mr. Kuhlke: Second. Mr. Mayor: Have we checked our records to see if this applicant owes us any money for delinquent water bills, etc.? Mr. Oliver: I did not but we can make it subject to that. After further discussion, the motion was adopted unanimously. At this time the Committee discussed the Ordinance regarding the towing of junk vehicles and how it was being applied concerning ticketing of residents for violations of this Ordinance. Mr. Oliver: There have been some concerns about who was being ticketed and how this was being enforced. I Mr. Smith: The law says that we will not be taking over thi.s responsibility until July, but we agreed to start taking some cases now and in the last two weeks, we've taken on 157 cases in addition to what we already have. We have issued tickets and the people have gone to court. Mr. Oliver has expressed some concern about the delay that was involved in that because sometimes it took thirty to sixty days to get it resolved. We have contacted Miss Little in Mr. Wall's office and we're trying to work out some paperwork issues on towing vehicles. We intend to start towing vehicles as soon as we can. We've contacted some wrecker services to try to arrange for their services to be set up and trying to do some planning. As the ordinance now reads, it says if the owner fails to give consent for the County to move it, that the County can move it. Mr. Oliver: These cases are typically complaint generated. The License & Inspections person would come out and tag the vehicle and would knock on the door. If there was nobody home, they would post the notice to the door telling them about the vehicle and giving them a number to call. If there was no contact received within a three- day period, and usually it went to fIve, seven or ten days, we would then go back and make an inspection and if the vehicle was still there, then we would have the vehicle towed. Sometimes we weren't able to get in touch with the property owner at all and Mr. Sherman expressed this concern to me. I I I I Mr. Williams: There was a case where a Sheriff's deputy came in and ticketed someone, another case where License & Inspections came in and then the Marshal's Department came in. I need to know how it is going to be handled because people have been calling me. Mr. Oliver: The legislative process has thrown some confusion into this. There were certain cases pending at the time the last ordinance was adopted and those were going through the court process. . The legislature then adopted the ordinance giving the Marshal and the Sheriff's Department both sole authority effective July I for all junk vehicles. As of July I the total burden will rest with the Sheriff's Department and the Marshal's Department. Mr. Smith: We're going to make contact with owners and give them the opportunity to have the vehicles towed. If they will allow us to tow the vehicle, we're going to have Augusta Clean and Beautiful tow the car. If they will not tow the vehicle, we will again tell them that they are in violation of the ordinance, give them the opportunity to move it and then before we tow the car, we will give them a three-day notice that the car will be towed. We got a list from License & Inspections of four companies who had volunteered to tow cars. One has since dropped out, another one we're not sure if they are following slate law as far as the disposition of the vehicle so we're down to two companies. Mr. Oliver: We were using the Sheriff's wrecker list. After further discussion of the matter, Mr. Beard: I move that we accept this as information. Mr. Cheek: Second. Motion adopted unanimously.
