Brigham, Chairman; Kuhlke, Co-Chairman; Beard and Cheek, members; Jim Wall, Attorney; Randy Oliver, Administrator; John Etheridge, Human Resources Director; Brenda Byrd-Pelaez, EEO Officer; Walter Hornsby, Deputy Administrator; Keven Mack, HND Director; Lon Morrey, Comptroller; Rick Acree, Asst. Director ofP.W. - Facilities Management Division; Harry Siddall, Fleet Manager; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hon. Bob Young, Mayor. Also Present: Sylvia Cooper of The Augusta Chronicle, George Eskola of WJBF Television, Stacey Eidson of The Metropolitan Spirit and Hons. Colclough and Williams, Commissioners. A request to approve the Year 2000-2004 Proposed Consolidated Plan and Year 2000 Action Plan for Community Development Block Grant, Emergency Shelter Grant and HOME Investment Partnership funds, was read. Mr. Kuhlke: I move approval. I Mr. Cheek: Second. Motion adopted unanimously with Mr. Beard out of the room. A request to approve the petition for retirement on Jack Murphy, was read. Mr. Kuhlke: I move approval. Mr. Cheek: Second. Mr. Kuhlke: Would it be appropriate for us to recommend to the Commission that a resolution be prepared and presented to Mr. Murphy for his service to this County? Mr. H. Brigham: I think that would be appropriate. Motion adopted unanimously with Mr. Beard out of the room. A request to approve Employee Handbook and related changes to Augusta Richmond County Code. I Mr. Oliver: There is an amendment to the Code in this which would provide for a majority vote of the Personnel Board to overturn a personnel action. This would be similar to the method of the Commission. For example, it would take seven votes out of the twelve members to overturn an action. Currently, it is just a simple majority such that if you have seven people to show up, if four vote one way and three vote another, it would be overturned. Mr. Beard: I would prefer that we leave it the way it is with a simple majority of a quorum and I'll make that as a motion. Mr. Kuhlke: Second. Motion adopted unanimously. The Committee next considered the results of the requested analysis of the County vehicles being taken home. After a discussion of the matter, Mr. Cheek: I move that we review this and discuss it further with Mr. Siddall and come back with some recommendations. Mr. Beard: I second. After further discussion, Mr. Oliver: If you would like, we can bring back about three different variations of policy for your consideration and you can make a choice. Mr. Beard: The only thing I would ask that be added to the motion is that some options be presented back to us. C' Mr. Cheek: I don't have any problem with that at all. Motion adopted unanimously. A request to approve reorganization of the Department of Housing & Neighborhood Development, with salary ranges as recommended by TONYA, Inc. (See attached organization chart) After a discussion of the matter, Mr. Beard: I move that we send this back and see what we can come up with on this. Mr. Chairman: I'd second that. Mr. Kuhlke: I'd like to make a substitute motion that we approve partially the organizational chart which would include the Manager of Development, the Senior Rehab Inspector position and one Rehab Inspector. Motion dies for lack of a second. Mr. Kuhlke: Mr. Beard, would you like to put a time frame on that? Would a month be reasonable? I I I I NWM I I Mr. Beard: That's fme. Motion adopted unanimously.
