PRESENT: Hons. Bob Young, Mayor; H. Brigham, Chairman; Powell, Vice-
Chairman; Beard and Shepard, members; Keven Mack, HND Director; Jim Wall,
Attorney; Randy Oliver, Administrator; Geri Sams, Purchasing Director; Walter
Hornsby, Asst. Administrator; Lena Bonner, Clerk of Commission and Nancy Morawski,
Deputy Clerk of Commission.
Also Present: George Eskola ofWJBF Television, Sylvia Cooper of The Augusta
Chronicle, Stacey Eidson of The Metropolitan Spirit and Hons. Mays and Bridges,
Commissioners.
A request to approve an Ordinance to amend the Augusta Richmond County
Code to add to Title 1 Chapter 1, a new Article 2 to provide for a Code of Ethics for
employees and the Augusta Richmond County Commission; to renumber Augusta
Richmond County Code Section 1-1-11; to provide definitions; to establish a Code
of Conduct; to provide sanctions; to repeal conflicting laws; and for other purposes,
was read.

A request to approve an Ordinance to amend Title 1, Chapter 10, Article 2 of
the Augusta Richmond County Code to add a new section 1-10-11.1 to provide for
reporting of gifts by vendors; to provide definitions; to establish procedures; to
repeal conflicting Ordinances; to provide an effective date; and for other purposes,
was read.
Mr. Powell presented copies of ethics ordinances from various counties and
groups to be considered for incorporation in the proposed ordinance.
The Mayor presented a communication from 1995 from the Grand Jury for the
Committee's consideration.
Mr. J. Brigham also presented copies of model ordinances for consideration.
Mr. Chairman: In light of all the information that has been presented, I'd like to
offer a suggestion that we have a sub-committee to study these and bring back a
recommendation to us. I'd like to ask Mr. Powell, Mr. Jerry Brigham and Mr. Mays to
work on the sub-committee to do this.
Mr. Shepard: I'll put that in the form of a motion, Mr. Chairman.
Mr. Beard: Second.
IvIr. Mays: Does this also include the vendors' ordinance as well?

Mr. Chairman: Yes.
Mr. Shepard: I'll amend my motion to include that also.

Mr. Powell: Could we give you a report after our first meeting and let you know
periodically how we're coming along?
Mr. Chairman: Yes.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
