COMMITTEE ROOM - January 26, 1999

PRESENT: Hons. Bob Young, Mayor; H. Brigham, Chairman; Powell, Vice-
Chairman; Beard and Shepard, members; Randy Oliver, Administrator; Walter Hornsby,
Asst. Administrator; Jim WaI~ Attorney; Sandy Wright and Ron Crowden, Risk
Management Dept.; John Etheridge, Human Resources Director; Jack Murphy, Public
Works Director; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk
of Commission.
Also Present: Stacey Eidson of The Metropolitan Spirit, Sylvia Cooper of The
Augusta Chronicle and Hons. Bridges and J. Brigham, Commissioners.
The Clerk: We have a substitution for the letter in Item #6 and one addition to the
agenda. We also need to delete Item #3.
Mr. Oliver: Mr. Mack indicates that the entity has found funding through another
source.
Mr. Shepard: I so move.
Mr. Beard: Second.

Motion adopted unanimously with Mr. Powell out of the room.
A request to approve printing 1999 Employee Benefit Statements, was read.
Mr. Etheridge: This is a continuation of what we started last year and they
provide information to our employees regarding their benefits.
Mr. Oliver: We're changing our payroll software as of July I and we'd like to
continue this for this year and then next year we will look at software to be able to do this
ourselves.
Mr. Shepard: I move approval.
Mr. Beard: Second.
Motion adopted unanimously with Mr. Powell out of the room.
A request to approve revisions to the Augusta Richmond County 1999 Action
Plan as approved and recommended by HND Citizens Advisory Board, was read.

Mr. Shepard: I so move.
Motion adopted unanimously with Mr. Powell out of the room.

A request to approve $60,000 from the Augusta Richmond County Faf,:ade
Rehabilitation Grant Program for the rehabilitation of the property located at 226-
230 Fifth St. as approved and recommended by the HND Citizens Advisory Board,
was read.
Mr. Oliver: They have recommended approval.
Mr. Beard: How do they get $60,000 on this?
Mr. Oliver: I think it's because they have multiple addresses but I'm not
completely sure about that. We can provide that information before the Commission
meeting if you like.
Mr. Shepard: I move we approve it with the stipulation that we have the
additional information furnished before the Commission votes.
Mr. Oliver: We'll have that for you.
Mr. Beard: Second.

A request to approve reclassification of Code Enforcement Officer I (Grade
44) position to Engineering Technician I (Grade 45) position in Public Works and
Engineering Department, was read.
Mr. Murphy: This position now has more responsibility with four inmate crews
cleaning the overgrown lots and I recommend approval of reclassifying the position.
Mr. Beard: I so move and that we review this again in the fall.
Mr. Murphy: We'll be glad to do that.
Mr. Shepard: Second.
After further discussion, the motion was adopted unanimously.
A request to approve Substance Abuse Drug Testing - Amendment to Policy
and Change of Collections:

Approve changes to policy to include in safety sensitive random
selection of those employees within the Recreation Department who
oversee the activities of children.
Approve update Procedures portion of policy (Part VI, B. Test Levels)
to reflect recent change in testing level for Opiates from 300 nglml to
2,000 nglml as reflected in Federal Regulations. Amend sections to
also read "These levels are subject to change. . . and this section will
automatically be amended to reflect these changes."
Approve changing collection site for substance abuse testing program
for Augusta Richmond County, was read.

Mr. Etheridge: This includes testing of employees in the Recreation Department
who work with children. It also allows us to change our cut off levels to coincide with
those of the federal guidelines and the third part requests that we change the collection
site for our random testing. We have had some problems with our present local
collection site and we would like to use the facility of SmithKIine Beecham.
Mr. Powell: I so move.
Mr. Shepard: Second.
Motion adopted unanimously.

A request to approve Change Order #3 increasing the contract amount by
$1,410.99, was read.
Mr. Oliver: This is for the Small Business Incubator Facility.
Mr. Powell: I so move.
Mr. Shepard: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further discussion, the meeting was

Grant Program for the rehabilitation of the property located at 329 Telfair S1. as
approved and recommended by the HND Citizens Advisory Board.
4. Approve $60,000 from the Augusta Richmond County Fayade Rehabilitation
Grant Program for the rehabilitation of the property located at 226-230 Fifth St. as
approved and recommended by the HND Citizens Advisory Board.
