COMMITTEE ROOM - January 12, 1999

PRESENT: Hons. Bob Young, Mayor; H. Brigham, Chairman; Beard and
Shepard, members; Randy Oliver, Administrator; Jim Wall, Attorney; Keven Mack,
HND Director; Jerry Sau~ Tax Commissioner; North Williamson, Tax Commissioner's
Office; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of
Commission.
ABSENT: Hon. Powell, Vice-Chairman.
Also Present: George Eskola ofWJBF Television, Stacey Eidson of The
Metropolitan Spirit, Sylvia Cooper of The Augusta Chronicle and Hons. 1. Brigham and
Bridges, Commissioners.
The Clerk: We have a request to add two items to the agenda.
Mr. Shepard: I so move.

Motion adopted unanimously.
A request to reclassify four positions in the Tax Commissioner's Office.
These positions include Accounting Clerk II, Grade 39 to Accounting Technician
m, Grade 41; Cashier I, Grade 37 to Accounting Clerk II, Grade 39; Salary Grade
for Tax Clerk I from 36 to 39 and Salary Grade for Tax Oerk II from 35 to 37, was
read.
Mr. Williamson: We are asking that the entry level position be reinstated to what
it originally was and the other positions be adjusted accordingly.
Mr. Oliver: And we're in agreement except the salary for the Tax Clerk I to be
consistent with the rest of the organization needs to go from a 36 to a 38 and not a 39.
Mr. Shepard: I make a motion to reclassify the positions as requested.
Mr. Beard: Second.
Motion adopted unanimously.

A request to approve Suhordination Agreement for Nicole D. Cooper and
Janie M. Cooper which will be subordinated to a loan by James B. Nutter &
Company, Mortgage Bankers. The Coopers are refinancing their current
adjustable rate mortgage for a fixed rate mortgage with no cash out and no cost to
them. The Subordination Agreement is in regards to the property located at 2604
Whittier Place, Hephzibah, Go., was read.
Mr. Shepard: I move that we allow them to subordinate.

Motion adopted unanimously.
A request to approve continuation of existing policy regarding additional
retirement benefits under Richmond County 1977 pension plan for work related
injuries, was read.
Mr. Wall: Mr. Florida came before the last meeting and you had requested that I
gather information. Essentially, we changed the pension plan to increase the
compensation for a work-related disability from 25% to 50%. At the time Mr. Florida
was not initially picked up as being included in that increase based upon the
Commission's action in March of 1998. We made it effective for Mr. Florida as of the
date of the amendment so that he got the 50% back to August of 1997, which is when the
amendment went into effect. Mr. Florida is asking the Commission to go back to the date
of his original disability and make that amendment effective as of the date of his
disability determination rather than the effective date of the amendment. I would urge
the Commission to stick with its previous decision made in March of '98 and that the
adjustment in his disability compensation under the retirement be effective as of the date
of the effective date of the amendment and be prospective only and not go back to his
original disability determination date.

After further discussion by Committee members and Mr. Florida, Mr. Shepard: I
make a motion we deny retroactivity based on the Attorney's recommendation.
Mr. Beard: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
