Brigham, member; Jim Wall, Attorney; Randy Oliver, Administrator; Drew Goins, Asst. Com. of P.W. & Director of Engineering; Dennis Atkins, Fire Department; Jack Murphy, Public Works Dept.; Lena Bonner, Clerk of Commission and Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hons. Larry Sconyers, Mayor; Powell, member. Also Present: Gale Mino of WBBQ Radio, Sylvia Cooper of The Augusta Chronicle, Rosemary Forrest of The Metropolitan Spirit and Hon. Handy, Commissioner. The Clerk: We have a request for three addendum items from the Housing & Neighborhood Development. Mr. Brigham: I move we approve adding them. Motion dies for lack of a second and it was the consensus of the Committee that these "items 'be' delayed until the next meeting. .., The Committee discussed the clean up campaign regarding vacant lots in the urban area. Mr. Chairman: For the last couple of weeks lots in the old urban area have become an eyesore due to their overgrown condition and I have received many calls about this and the danger it poses. We would like to see if we can just get these lots cleaned if at all possible. Mr. Oliver: We had an ordinance when I was in Florida that addressed this. The cleaning was done by contract labor and property owners were assessed on their tax bills. We need to look at how we can collect the debt, however. We may want to do something in a test area and see how it goes and we need to establish an appropriate budget because I do not think it will be a break-even proposition. Mr. Wall: We could possibly set up costs based on sizes of lots, such as small, medium and large, and I do think it needs to be done in a small area. I think you will have a problem collecting the funds and you may find that some are tax- delinquent properties. After further discussion, Mr. Brigham: also address the matter of burned buildings structures which should be taken care of. I might ask that you or partially burned Mr. Chairman: I'd like to appoint a sub-committee to work on this problem and report back to us. I'll appoint Mr. Brigham, Mr. Powell, Mr. Wall and Mr. Oliver to serve on that sub- committee and bring us back a report. Mr. Bridges: Would this be countywide? Mr. Oliver: While that may be the most equitable, I think we need to get some experience related to the program so I would suggest that we do it within a concentrated area first to determine what you like and don't like about it. Mr. Bridges: I have no problem with that as long as it would be Countywide and we can begin with a small, inner-City district and see where we can go from there. Mr. Chairman: Could we have a motion to receive this as information? Mr. Bridges: I so move. Mr. Brigham: Second. Motion adopted unanimously.
