COMMITTEE
COMMITTEE ROOM - January 14, 1997

PRESENT: Hons. Larry E. Sconyers, Mayor; Beard, Chairman;
Bridges,' Vice-Chairman; Powell(member; John Etheridge, Human
Resources Director; Sandy Wright of the Risk Management Office;
Randy Oliver, Administrator; Jim Wall, Attorney; Kip Plowman,
Interim Internal Auditor; Lena Bonner, Clerk of Commission and
Nancy Morawski, Deputy Clerk of Commission.
ABSENT: Hon. Henry Brigham, member.
Also Present: Sylvia Cooper of the Augusta Chronicle,
~~orge Eskola of WJBF Television and Hon. Jerry Brigham,
Commissioner.
The Clerk: We have a request for two addendum items. One
is a County Extension Personnel Contract/Memorandum of
Understanding between the Board of Regents and the Board of
Commissioners and the other is a FY97 contract between the
Department of Children and Youth and the Commission.
Mr. Powell: I move we add these items to the agenda.
Mr. Bridges: Second.
Motion adopted unanimously.
The Committee first considered the matter of the selection
of the Third Party Administrator for Workers' Compensation
program.
Mr. Etheridge: We are recommending that we accept the
proposal of Hilb, Royal and Hamilton for the third party
administration for the Workers' Compo The cost is $49,900 per
year based on their proposal.
Mr. Bridges: I move we accept the proposal of Hilb, Royal
and Hamilton at $49,900 per year.
Mr. Powell: Second.
Motion adopted unanimously.
The Committee next considered approval of a County Extension
Personnel Contract/Memorandum of Understanding between The Board
of Regents of the University System of Georgia and Augusta-
. Richmond County Board of Commissioners on behalf of the
University of Georgia Cooperative Extension Service.
Mr. Wall: This is an annual agreement regarding the
responsibilities of the Extension Service and I recommend
approval.
Mr. Bridges: I so move.
Mr. Powell: Second.
Motion adopted unanimously.
A FY97 Contract between The Department of Children and Youth
Services and the Augusta-Richmond County Commission, was read.
Mr. Wall: This is a standard agreement also. A number of
years ago the state proposed to take over the funding for the
juvenile intake. The County had roughly 19 workers and those
people were transferred over to the State system. We entered
into a contract with the State where that would be phased in.
The total cost was $600,000 and the initial funding level was
$200,000. We did not receive the full funding in the first year;
ours was phased in over a three-year period. This is the
agreement to fund the six employees that are part of the 17 that
were transferred over. It's a continuation of that same
agreement.
Mr. Powell: I move for approval.
Mr. Bridges: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting
was adjourned.
