ADMINISTRATIVE SERVICES
COMMITTEE
COMMITTEE ROOM - July 22, 1996
3:00 P.M.
PRESENT: Hons. Larry E. Sconyers, Mayor; Beard, Chairman;
Bridges, Vice-Chairman; H. Brigham and Powell, members; Charles
Dillard, Interim Administrator for Operations; Jim Wall,
Attorney; John Etheridge, Human Resources Director; Moses
McCauley of the Human Resources Department; Tom Wiedmeier,
Director of Water Pollution Control; Max Hicks, Director of
Utilities Department; Drew Goins, Asst. Com. of P.W. & Director
of Engineering; Kip Plowman, Interim Internal Auditor; David
smith, Solid Waste Manager; Lena Bonner, Clerk of Commission-
Council and Nancy Morawski, Deputy Clerk of Commission-Council.
Also Present: Sylvia Cooper of the Augusta Chronicle, other
members of the news media and Hon. Freddie Handy, Commissioner.
Communication from the Human Resources Director recommending
concurrence in the termination of the employment of Moses Gant
from the Augusta-Richmond County Roads and Bridges Department,
was read.

Mr. Powell: I move that we concur with the findings of the
Human Resources Department.
Mr. Bridges: Second.
Motion adopted unanimously.
Communication from the Human Resources Director recommending
concurrence in the decision of the Personnel Board regarding the
termination of the employment of Terry Kelly from the Augusta-
Richmond County Landfill, was read.
At this time Mr. Kelly appeared before the Committee
regarding the above communication.
Mr. Kelly: I was at home sick and I called in to let them
know I'd be out.
Mr. Chairman: He has some periods of probation on his
record.
After a short discussion, Mr. Bridges: I move that we
follow the recommendation of the Personnel Board.
Mr. Powell: I'll second the motion.
Motion adopted with Mr. Brigham not voting.

Communication from the Human Resources Director requesting
approval of a recommendation to approve the classification of the
position of Claims Investigator/Adjustor in the Risk Management
Department, Salary Grade 17, $24,848.00, was read.

Motion adopted unanimously.
The Committee next considered a report from the Interim
Internal Auditor regarding the Sheriff's and Fire Department
Salary policies.
Mr. Powell: I move that we refer this to the Public Safety I
Committee.
Mr. Bridges: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting
was adjourned.
