HomeMy WebLinkAboutCalled Commission Meeting March 9, 2021 CALLED MEETING VIRTUAL/TELECONFERENCE March 9, 2021 Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, March 9, 2021, the Honorable Bobby Williams, Mayor Pro Tem, presiding. PRESENT: Hons. Garrett, Sias, Johnson, McKnight, Scott, D. Williams, Hasan and Clarke, members of Augusta Richmond County Commission. ABSENT: Hons. Hardie Davis, Jr., Mayor; Frantom, member of Augusta Richmond County Commission. Mr. B. Williams: We’ll go ahead and call this meeting to order. Attorney Brown, go ahead and get it started. 1. LEGAL MEETING A. Pending and potential litigation B. Real estate C. Personnel Mr. Brown: Good morning, Mayor Pro Tem and Commissioners. We request a motion to go into executive session for the discussion of personnel, litigation and real estate. Mr. D. Williams: So move. Mr. Clarke: Second. Mr. B. Williams: All right, voting, Ms. Bonner. The Clerk: That’s Commissioner Dennis Williams and Mr. John Clarke. Mr. Sias out. Motion carries 8-0. Mr. B. Williams: All right, Jeff, move us to legal. \[EXECUTIVE SESSION\] Mr. B. Williams: We’re back on the floor. Mr. Attorney. 2. Motion to authorize execution by the Mayor of the affidavit of compliance with Georgia’s Open Meeting Act. Mr. Brown: Mayor Pro Tem and Commissioners, we request a motion to execute the closed meeting affidavit. 1 Mr. Garrett: So move. Mr. Sias: Second. The Clerk: That’s Mr. Garrett and Mr. Sias. Mr. B. Williams: Let’s vote, Ms. Bonner. Motion carries 9-0. Mr. B. Williams: Mr. Brown, you should have a motion. Mr. Brown: Yes, sir, are you ready? Mr. B. Williams: Yes, sir. Mr. Brown: Mayor Pro Tem, we would request a motion to authorize the re- execution of a quit claim deed from Augusta, Georgia to Williams S. Jackson, Jr. regarding th 1 13 Street, Augusta, Georgia. Mr. Garrett: So moved. Mr. Hasan: Second. Mr. B. Williams: Voting, Ms. Bonner. Motion carries 9-0. Mr. B. Williams: Yes, sir. Mr. Sias: After we get this item read in, I have one question. I couldn’t find the most recent copy that we received so I have one question about the contract once we get it read into the agenda. Mr. B. Williams: Yes, sir, yes, sir. Mr. Brown. Mr. Brown: Yes, sir. Our last motion for today would be, we would request a motion to approve a three-year contract for Scott Roundtree as Chief Appraiser for the Board of Tax Assessors with an annual salary of $140,000 a year, $500 a month car allowance and COLAs as granted by the Augusta, Georgia Commission. Mr. Garrett: So moved. Mr. Clarke: Second. 2 The Clerk: Can we get, that was kind of jumbled. I had the motion. I just need to know who moved for it. Mr. B. Williams: Garrett with the motion and John Clarke with the second. The Clerk: Okay. Mr. B. Williams: But let me recognize Commissioner Sias for a question. Mr. Sias: I just need to ask the attorney something real quick. Mr. Brown, I heard you mention the COLA and the other raised issues but maybe I was mistaken but did you clear that up about the voluntary severance pay for voluntary resignation? Mr. Brown: There is no provision regarding any kind of pay for voluntary resignation. Mr. Scott Roundtree or the Chief Appraisers are no longer an SES employee under Augusta’s Personnel Procedure. The prior Chief Appraiser was grandfathered in from the initial but as of the revisions of our procedures, the Chief Appraiser is not an SES employee. Mr. Sias: So what you’re saying then is he’s not eligible for one anyway. So did we take that out of the contract or did you just leave it in there? Mr. Brown: No, it’s out. Mr. Sias: All right, thank you. Mr. Brown: Yes, sir. Mr. Sias: I’m good. Mr. B. Williams: Okay, voting. Motion carries 9-0. Mr. Hasan: Can you ask Jeff to check the (inaudible) involved and jumbled up, we’re hard to hear (inaudible). Mr. B. Williams: I think that’s mostly you, Mr. Hasan, but, Jeff, do you hear us? Mr. Lewis: I’ll give Mr. Hasan a call. Mr. B. Williams: Okay. Ms. Bonner, is there anything else? The Clerk: No, sir, we’re good. Mr. B.
