CALLED MEETING COMMISSION CHAMBER
February 11, 2020
Augusta Richmond County Commission convened at 11:00 a.m., Tuesday, February 11,
2020, the Honorable Hardie Davis, Jr., Mayor, presiding.
PRESENT: Hons. B. Williams, Garrett, Sias, Fennoy, M. Williams, Davis, D. Williams,
Hasan and Clarke, members of Augusta Richmond County Commission.
ABSENT: Hon. Frantom, Mayor Pro Tem.
Mr. Mayor: Okay, we’re going to go ahead and call this meeting to order and we’re going
to get started. I know we’re one short. We need seven of ya’ll to get started. Madam Clerk. All
right, the Chair recognizes Attorney Brown.
Mr. Brown: You called the meeting to order?
Mr. Mayor: I did already. That’s the first thing I did.
Mr. Brown: How are we going to do this? How can we do this?
Mr. Mayor: Okay, so my learned attorney says we can’t do this.
Mr. Hasan: Can’t do what?
Mr. Mayor: We’re not taking any action on anything. We’re just going into –
The Clerk: It’s seven present.
Mr. Brown: Oh, I thought it was six.
The Clerk: No, it’s seven.
Mr. Brown: Oh, it’s seven? I thought it was six. Excuse me. Oh, good morning, Mr.
Mayor and Commission.
Mr. Mayor: Good morning.

A. Pending and potential litigation
B. Real estate
C. Personnel
Mr. Brown: Good morning to the full quorum. We request a motion, Mr. Mayor, to go
into executive session for, to deal with the items of litigation, real estate and personnel.

Mr. Mayor: All right, the Chair recognizes the commissioner from the 4.
Mr. Sias: So move.
Mr. Hasan: Second.
Mr. Mayor: All right, voting.
Ms. Davis, Mr. Frantom, Mr. M. Williams and Mr. Clarke out.
Motion carries 6-4.
\[EXECUTIVE SESSION\]
Mr. Mayor: We’ll call this meeting back to order. The Chair recognizes Attorney Brown.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia’s Open Meeting Act.
Mr. Brown: Mayor and Commission, we request a motion to execute the closed
meeting affidavit.

Mr. Mayor: The Chair recognizes the commissioner, okay, from the 10, 9. So move.
Mr. M. Williams: So move.
Mr. Sias: We’ve got to learn how to read that thing.

Mr. Mayor: Commissioner from the 9.
Mr. Sias: Second. Look at your screen. Bottom up.
Mr. Mayor: That’s right. Voting.
Mr. Sias: Bottom up.
Mr. Frantom out.
Motion carries 9-0.
Mr. Mayor: Attorney Brown, I believe that’s all the business that was before us.
Mr. Brown: Yes, sir.
Mr. Mayor: Committee meetings.
