CALLED MEETING COMMISSION CHAMBER
January 8, 2020
Augusta Richmond County Commission convened at 12:00 Noon, Wednesday, January 8,
2020, the Honorable Hardie Davis, Jr., Mayor, presiding.
PRESENT: Hons. B. Williams, Garrett, Sias, Frantom, M. Williams, D. Williams, Hasan
and Clarke, members of Augusta Richmond County Commission.
ABSENT: Hons. Davis, member of Augusta Richmond County Commission.
Mr. Mayor: All right, we're going to call this meeting to order. Everybody had a great
Christmas and a prosperous New Year on its way. I recognize Attorney Brown.
1. LEGAL MEETING

Mr. Brown: Good morning, Mr. Mayor, Commissioners. We request to go, we request
a motion to enter into executive session for the purpose of discussing real estate, personnel
and litigation.
Mr. Garrett: So moved.
Mr. Hasan: Second.
Mr. Mayor: Voting.
Mr. Frantom, Mr. M. Williams and Mr. Clarke out.
Motion carries 6-0.
\[EXECUTIVE SESSION\]
Mr. Mayor: We're going to reconvene our special called meeting. The Chair recognizes
Attorney Brown.
2. Motion to authorize execution by the Mayor of the affidavit of compliance with
Georgia's Open Meeting Act.
Mr. Brown: Mr. Mayor, Commission, we would request a motion to execute the closed
meeting affidavit.
Mr. Sias: So move.

Mr. Mayor: Voting.
Mr. Mayor: Unless you mute the mikes they are always hot.
Mr. Fennoy out.
Motion carries 8-0.
Mr. Mayor: The Chair recognizes Attorney Brown for the reading of a motion.
Mr. Brown: We would request a motion to approve an increase of $25,000 in the
annual salary of Chief Christopher James in compensation of his roles as Augusta Richmond
County Fire Chief and EMA Director pending his execution of release of claims.
Mr. Sias: So move.
Mr. M. Williams: (inaudible) a roll call vote.

Mr. Clarke: Yes.

Mr. Frantom: Yes, ma'am.

Mr. Garrett: Yes.

Mr. Hasan: Yes.

Mr. Sias: Yes, ma'am.

Mr. Mayor: Attorney Brown.
Mr. Brown: Motion to adopt lease agreement regarding Fire Station #9 on Sand Bar
Ferry Road between Augusta, Georgia and the East Augusta Brotherhood Association.
Mr. Frantom: So moved.
Mr. Garrett: Second.
Mr. Mayor: Motion and a second. Voting.
Mr. Fennoy out.
Motion carries 8-0.
Mr. Mayor: Recognize Attorney Brown.
Mr. Brown: Motion to approve stadium master lease by and among Augusta, Georgia
and the owner, as owner and lessor and the Development Authority of Augusta, Georgia as
lessee and sub-lessor and to authorize the Mayor and the Clerk to execute all necessary
documents under the guidance of Augusta Law Department.
Mr. M. Williams: So move.
Mr. Garrett: Second.
Mr. Mayor: A motion and a second. Voting.
Mr. Fennoy out.
Motion carries 8-0.
Mr. Mayor: I think all the business that is before us, be that the last motion that was voted
on by this body will be the beginning of an incredible partnership between the City of Augusta, the
Economic Development Authority and an organization by the name of C4 Live and a press release

is eminent announcing a ten-year partnership to bring entertainment programming to the historic
Lake Olmstead Stadium throughout the year including the week of the Masters Golf Tournament
with the first kick off during the week of Masters April 2020. This body along with our partner the
EDA and my trusted Mayor Pro Tem have done an incredible job of bringing this opportunity to
us and we're excited about it. So at the top of the year the City's moving forward. Thank you. All
right. I think we'll adjourn that meeting.

Mr. Mayor: I appreciate it anyway. I'm going to come for you for another one in a minute.
